emotional speech

in full treatment of the project that established economic reparation for the families of the victims of the sinking of the ARA San Juan submarine and said that "

The deputy and mother Lucas Menghini, one of the fatal victims of the Tragedy of Eleven, celebrated the project but asked that the lack of support for the families of the victims of the Sarmiento accident be reviewed.

"I cannot not say that almost 30 years ago I happily became Lucas's mother and today it will be almost 9 years ago, I became the mother of one of the victims of the most painful tragedies in our recent history. Together with Lucas 51 more lives were lost and, from that moment on, I am part of a great family that are the relatives of the victims of the Once tragedy, "he said.

The PRO deputy spoke of implicit discrimination against Eleven's relatives, who are, "she said," the only ones who have not received help from the State after her loss.

"I doubly celebrate this project that we are dealing with. As a victim's family member and as a legislator. I understand that it is the continuation of an accompaniment that the relatives of the submarine ARA San Juan have received and I also believe that all the recognition of the rights in favor of the victims it is part of a chain of recognition that society has for those who suffer such painful events.

I value the object of this project and that is why I am already anticipating the accompaniment.

In the same way that I accompanied, accompany and will always accompany the victims of any tragic and painful situation like this one that concerns us today.

I emphasize the time, the importance that this benefit has been given in a reasonable case.

It is necessary, and I heard it from the leading deputies, to give the tools to those families that in many cases lost those who were the breadwinners of the home.

All have had an answer.

Except for the tragedy of Eleven.

I'm talking about the impact that loss has, not just emotionally, but on the whole family.

When the one we fired is the breadwinner, when there are children without fathers, without mothers, without the one who brought food home, and in the case of the Once tragedy, I must remember that the workers and students who came to Sarmiento, many of them were precarious who did not have ART, social work, or life insurance.

There were families that did not have for years to put a tombstone on top of the grave.

That they had to leave the house in which they lived because they did not have to pay the rent.

Kids who had to leave school and change to another because there was no way to continue supporting it because mom or dad, or whoever provided at home, was gone.

There were illnesses that came with sadness and depression and there was no money or support for psychological treatments, prosthetics, rehabilitation.

As in many other tragedies we have today nine years with many survivors who have committed suicide and families who were devastated.

Today many young children, nine years after not having their father or mother, continue to face the consequence of that tragic loss and without having an accompaniment from the State.

I am absolutely convinced that victims are victims.

And before it touches them, nobody asks them anything.

They don't even ask them who they are going to vote for, what music they like, what religion they profess.

Nor are victims more or less victims depending on who their victimizers are.

The victims are all the same.

I know of the commitment of the president of this chamber because I know that it was he who listened in October 2016 when the victims of different events gathered in this square shouting why not happen to you.

It was he who presented a bill that would later become what today is the law of rights and guarantees of victims.

Thanks to that law of 2017, the relatives of the ARA San Juan had support that we continue to celebrate and that there is much more to continue working for the rights of the victims.

It is not discriminating or hierarchizing and I believe that the treatment of this project is tarnished and detracts from the treatment of all those who have appointed the leading deputies for the relatives of AMIA, of the Embassy (of Israel), of Río Tercero, even those of Cromañón in the Buenos Aires legislature also have their recognition and compensation.

Leaving out some victims, that of Once even though this house had projects presented in the same sense, signed by the deputy Ocaña, Victoria Donda, the deputy Ricardo Alfonsín.

They never had treatment.

We sincerely hope that this commitment that I come to propose to you today can be made clear that the victims, even from this house, are not going to point out which victims have rights and which ones do not.

The victims are all the same.

Implicitly, discrimination by giving recognition to some yes and others no, generates a message that is painful and erroneous and that we will not allow.

Today a debt with the relatives of the ARA San Juan is settled.

I know that this house has the possibility to do the same for the relatives of the Tragedy of Eleven.

I look forward to the accompaniment of each and every one of the Members, understanding only that the victims, the sufferings, the pains, the sorrows and the needs are the same for all.

It is not from this place and this house that we have to make a difference.

I hope that the president of this house, that the deputy Sergio Massa, does not erase with his elbow what he has written with his hand.

I know of your commitment to the victims and I hope that you will bring to this venue the file that has been entered by the president of my bloc, Cristian Ritondo.
