Obama announces plan to close Guantanamo: "A stain on our policy" (Photo: Reuters, Editing: Noa Levy)

The administration of US President Joe Biden has officially begun examining the future of the military detention facility in Guantanamo Bay, Cuba.

A White House press briefing said that this was "indeed the intention and goal" of President Biden, who had re-placed on the agenda one of President Barack Obama's goals - to close the controversial detention facility.

According to sources, discussions have taken place in recent days in which the possibility of Biden signing the teacher's order to close the facility was considered.

According to them, this may happen in the coming weeks or months.

The move signals the administration's intention to remove what human rights organizations have defined as a "stain" on the United States' global image.

However, the road to closing the detention facility is long - this is due to the political and legal obstacles facing the new administration.

The U.S. Navy-based prison was established after the September 11, 2001 terrorist attacks in New York, and is used to incarcerate security detainees from various states.

It became one of the symbols of the American war on terror and was known for its interrogation methods, which were described by critics around the world as "quite severe" and even included torture.

"We are conducting a situation assessment based on 'legacies' from the previous administration, as part of a broader effort to close Guantanamo," U.S. National Security Council spokeswoman Emily Horn told Reuters.

"Worked collaboratively with the Department of Defense, State Department and Justice to advance the goal, along with close consultation with Congress."

The move in question is in fact a continuation of Biden's activities as vice president during the Obama administration, which led to steps to close the detention facility, and he may face the same difficulties this time as well.

The move was halted immediately after Trump entered the White House in 2017, leaving him open during his four years in office without bringing in any more "bad guys," as he put it.

There are now 40 detainees left within its walls, most of whom have been held for almost two decades without being charged or tried.

It is also unclear what Biden's order will include and how the closure of the facility will be implemented, which includes suspects involved in the 9/11 attacks.

In an attempt to signal the slowness of the move, Horn made it clear that discussions are in the early stages.

"Several policy makers' roles need to be filled, including in the Foreign, Defense and Justice Ministries."

She noted that closing the jail is a “healthy” move however “we need to staff the jobs with the right people to do this important work.

During the time of President George W. Bush, who served during the terrorist attacks, the number of inmates in the prison reached a peak of about 800 inmates.

Since then it has been shrinking.

Obama tried to reduce their numbers even further to the point of closure, but his efforts were thwarted largely due to Republican opposition in Congress.

At this point, the law prohibits the transfer of inmates from prison to other facilities in the United States.

But even now, having gained a Democratic majority in Congress, Biden is likely to face difficulties as many lawmakers in the party may oppose legislative changes.

Transfer to detention facilities in the US or other countries

Guantanamo's renewed strategy is expected to initially focus on further reducing the number of inmates by returning them to prisons in the United States, or alternatively relocating them to other countries that will agree to receive them.

According to sources involved in the issue, this could be done through a US State Department envoy - a position created in the days of Obama and canceled by Trump.

In the role - he will conduct negotiations with other countries about the transfer. Another option, according to sources, is to implement a mechanism by Pentagon redetermined the dangerousness of prisoners.

Still, all Guantanamo closure plan could be delayed or even get off the agenda due to the epidemic of sources,

since due to the spread - the transfer of prisoners becomes an unreasonable time being.

Biden did not put the Guantanamo a priority in his election campaign, since the corona and international challenges such as relations with China, Russia, Mynamar and of course nuclear deal with Iran took the lead. this is in contrast to Obama that closing the facility was one of the operation command of his first, although when we achieve this goal.

closing the facility was a requirement of many years in the democratic camp in the United States, mostly progressive, whose support helped Biden win the election. continued existence of prisons, critics say, is a reminder to the world of the procedures for arrest More than a hundred human rights groups have signed a letter dated February 2 to Biden calling on him to close the jail and end the indefinite detention of terror suspects.
