Water infiltration and hospitalized babies: the ordeal of Linda, HLM tenant in Rosny

Linda and her family live in a home that is experiencing infiltration and heating problems. Her two babies, who are suffering from bron

Since Wednesday, little Lilya, 8 months old, has been hospitalized for the fourth time.

Bilel, her twin brother, also had three severe episodes of bronchiolitis requiring hospital monitoring.

Both live with their parents in a building on rue Nungesser-et-Coli in Rosny-sous-Bois.

Their accommodation is located on the 14th and last floor of the building.

For the past few months, it has been "raining" inside the apartment of Linda, her husband and her twins because a leak on the roof terrace has caused infiltration.

Add to this a derailed heating, a regularly broken elevator and the mother of the family shouted her anger on social networks, with local associations but especially the social landlord Logirep and the town hall.

“My children were born prematurely in May 2020, they had respiratory problems from the start.

Life here has become a ordeal, Linda sighs.

Some days I had to cancel my medical appointments because there was no elevator.

When it got cold, we were lent a backup heater.

We would isolate ourselves in a room and put them in the same bed to warm up.

"*

She speaks in the past tense because, in recent days, she has preferred to find refuge with each other so as not to worsen the state of health of her babies.

“I can't stay in this apartment anymore, it's no longer possible.

At each visit from the lessor, what drives me crazy is that they are looking for the little beast, Linda annoys.

I cry at night, looking for where I'm going to make them sleep warm.

"

The last visit was on Wednesday morning.

It was made by representatives of the hygiene and sanitation service of the town hall and the social landlord LogiRep.

Temperature readings indicated it was 19.8 degrees on the ceiling and 20.3 degrees on the floor.

But in the middle of the rooms, the temperatures are quite different: 13.9 in the living room, 14.5 in the bedroom, 14.3 in the bathroom.

“The kitchen window was open and blocked by a shopping bag,” reports Franck Baguet, heritage director at Logirep.

The company in charge says that there are no difficulties with heating the accommodation.

But as one might think that the readings were distorted by the open window, it was proposed to return to make new ones or to install a permanent recorder in the accommodation.

Linda's home is badly damaged by infiltration.

He also has heating problems.

"What they want is a certificate of unsanitary housing to apply for new housing"

As for infiltration, the representative of LogiRep ensures that waterproofing work was carried out on February 3.

"We must now repair the damage resulting from infiltration and it is up to the tenants to report the loss to their insurer," considers Franck Baguet.

We can support them but it is an insurance procedure that is theirs.

"According to him, the problem lies elsewhere:" The basic subject is neither the heating nor the infiltrations, that is settled.

What the family wants is a certificate of unsanitary accommodation to request a change of accommodation.

A speech that scandalizes Linda: "It is bad faith", she accuses, her throat tight.

She can count on the support of the local association Une vague d'espoir: “We made contact with elected officials, a social worker and a lawyer.

They live in inhuman conditions, it is a matter of urgency, asserts the president of the association, Fatima Kasraoui.

All we want is for the lessor to relocate this family, which is up to date with rents, up to date with charges.

We just ask that they be housed in a healthy apartment because their babies are sick.

"

At the office of the mayor (LR) Jean-Paul Fauconnet, it is explained this Thursday that the situation of Linda and her family is known: “The mayor contacts the other donors to find out if they have other accommodation in the city.

The municipality explains that it only has emergency housing intended for short-term accommodation.

The cabinet is awaiting the conclusions of the agents of its hygiene and sanitation department.
