After the "Hong Kong National Security Law" was implemented last year, Hong Kong's political situation has undergone earth-shaking changes. The outside world is concerned about whether Beijing will make another move to reform Hong Kong's political system in the "two sessions" next month.

"Reform" seems to have become the key word of the establishment in recent months. The Democratic Alliance for the Betterment of Hong Kong, the largest party in Hong Kong, earlier proposed "change Hong Kong", indicating that it must "participate in governance through multiple channels." Another major establishment party, the Federation of Trade Unions also put forward three major proposals.

Wu Qiubei, the chairman of the Federation of Trade Unions, pointed out that the association’s future proposals will focus on three major areas, including support for the establishment of a sound "patriot ruling Hong Kong" system, and improvement of labor rights. He cited examples of training and assessment of civil servants’ knowledge of national security. .

In terms of positioning, the Federation of Trade Unions will actively participate in the governance of the SAR from various public offices and consulting structures in the future, and become an organization of workers who unite patriotism and Hong Kong. It can also provide more talents to join the government, participate in the process of social construction, and support Various reforms.

During a tea gathering with the media, Wu Qiubei said that he had recently received inquiries from many friends as to whether the Federation of Trade Unions had similar ideas for "change", so he invited the media to explain the future work.

He said that for the time being, there is only the general direction. The specific details, policy proposals and action plans will be carefully announced after the National "Two Sessions" next month and at the Congress of the Federation of Trade Unions on March 28. At present, it is necessary to "sell a sell." ".

In general, Wu Qiubei pointed out that there are three most important work directions for the Federation of Trade Unions in the future:

1. Establish and improve the "patriots ruling Hong Kong" system

Wu Qiubei mentioned that during the recent report of Chief Executive Carrie Lam Cheng Yuet-ngor, President Xi Jinping once again emphasized that only by achieving "patriots ruling Hong Kong" can the central government's comprehensive governance over the Hong Kong SAR be effectively implemented, and affirmed Carrie Lam's definition of a patriot. , The work of stopping violence and chaos and putting Hong Kong back on track is a firm stand on right and wrong.

Wu Qiubei pointed out that adhering to "patriots ruling Hong Kong" is the basic principle of national sovereignty, security, development and interests, and ensuring the long-term prosperity and stability of Hong Kong. In the post-national security law era, this system also needs to be reformed. Zhang Xiaoming, deputy director of the Hong Kong and Macao Affairs Office As he said, "He who loves the country and Hong Kong governs Hong Kong, and those who oppose China to disrupt Hong Kong are out."

Specifically, Wu Qiubei pointed out that the Federation of Trade Unions will fully support the SAR government in the current system to ensure that "patriots govern Hong Kong" and truly implement the requirements of the new era in governance, education, civil servants, and the judicial system.

He specifically mentioned civil servants. After the turmoil of the amendments in the previous year, it made people more aware of the importance of a team of highly loyal, responsible, and supportive of the SAR and the Basic Law. During the riots, some civil servant groups supported violence and solicited speculation. Even Hong Kong independence cannot feel their commitment to "one country, two systems."

He believes that the situation is unacceptable and that chaos must be set aside to ensure that the Hong Kong governance team that exercises public power is a patriotic, efficient, and courageous team that does not avoid problems.

Wu Qiubei reiterated that the current proposal is still the general direction, but personally suggest that the government can consider more measures, such as adding new assessment content for civil servants, including national security knowledge, and making an exception for the public officials who are currently doing oaths. Corresponding training.

When carrying out the work of safeguarding national security and territorial integrity, are they brave enough to take responsibility or avoid trouble?

These are the content that can be assessed.

Do they have the courage to defend the practice of one country, two systems?

Is it possible to add appropriate content to the existing evaluation mechanism for civil servants?

This is considered by the Civil Service Bureau.

Responding to Jasper Tsang: The chaos is not emphasized enough because "Patriots govern Hong Kong"

Speaking of "patriots ruling Hong Kong", the former chairman of the Legislative Council, Jasper Tsang, raised questions during an interview with "Hong Kong 01" earlier. He pointed out that patriotism is undoubtedly uncontroversial, but since the reunification, the majority of the Legislative Council has been established. Before 2019, the establishment was dominated; the main officials were appointed by the central government.

Jasper Tsang believes that Hong Kong has been "ruled by patriots" since the reunification, but Hong Kong is still making troubles. Therefore, patriotism is a "necessary condition," but not a "sufficient condition." Besides patriotism, there are more characteristics that must be possessed.

Wu Qiubei responded that Zeng Yucheng may have his own set of views due to some of his own experience.

But he believes that the chaos in Hong Kong in the past was precisely because the emphasis on "patriots ruling Hong Kong" was not enough, not too much.

For example, he pointed out that as a civil servant during the riots in 2019, he should have the will to defend "one country, two systems," but the public could not see it.

In addition, some opposition parties "constantly discredit and slander patriots," discredit the Communist Party of China, claiming that "patriotism does not love the party," and deceive people; they want to participate in the establishment of the system through elections, but they are preoccupied with signing the confirmation letter.

2. Improve labor rights

Wu Qiubei also mentioned that the Federation of Trade Unions believes that Hong Kong’s high degree of capital monopoly, disparity between the rich and the poor, the simplification of industries, and the excessive concentration of land resources are detrimental to the long-term economic development of Hong Kong. Wealth needs to be better distributed. Rampant, even hindering the political development of Hong Kong to a certain extent. For example, in some political incidents in the past, local funds have been involved.

He said that the Hong Kong government needs to break the past thinking model of "small government and big market", to put people first and share the fruits of development, so that Hong Kong will become a smart society where "everyone has a chance."

During the two sessions in March this year, the central government may introduce more measures to benefit Hong Kong. The Federation of Trade Unions will fully consider the new situation and cooperate accordingly in the position.

The details of how to do it will be announced later.

3. Find new growth points for Hong Kong to unite the patriotic and love Hong Kong camp

Wu Qiubei believes that Hong Kong's future economic growth will be driven by the development of the Mainland to a large extent, and the Guangdong-Hong Kong-Macao Greater Bay Area will be of great help to Hong Kong.

Under "One Country, Two Systems", how to help break down institutional barriers and give full play to the advantages of the two systems, so that young people can contribute their youth and enthusiasm, participate in the development of the country and gain something, this is also one of the key tasks of the Federation of Trade Unions in the future.

Therefore, in the new era, the Federation of Trade Unions will hold high the banner of labor movement and unite more forces in Hong Kong society, especially wage earners.

Wu Qiubei pointed out that in the past, some people continued to divide workers and launched strikes under the banner of the union during the riots. "Our Federation of Trade Unions will be a banner and a stable force under heavy storms, uniting a broader force that loves the country and loves Hong Kong. To participate in the labor movement and development construction in the new era."

He said that the Federation of Trade Unions, as an organization of wage earners, is a builder, participant, and stabilizing force for society. It maintains a consistent attitude of “support, cooperation, criticism, and supervision” towards the SAR government, especially supporting the government in administration, justice, education, Reform in various aspects including media and social development.

Export governance talents to the government?

Wu: Do what you can

The Democratic Alliance for the Betterment of Hong Kong proposed to "change Hong Kong" and change its positioning to "multi-channel participation in governance." Party Chairman Li Huiqiong made it clear that he would gradually move towards ruling power and send more people to the government in the future.

At present, the Federation of Trade Unions, where only one member of Ho Qiming serves as the deputy director, has any similar ideas?

Wu Qiubei pointed out that the main responsibility for governance lies with the SAR government, as well as the main body governing Hong Kong composed of numerous advisory structures and institutional mechanisms.

He said that the Federation of Trade Unions will actively participate in all levels of the SAR government, including the advisory structure, the Legislative Council, the District Council, the Executive Council, and even the government team. It does not rule out that it will participate more actively in the future.

As for sending people to the accountability team, Wu Qiubei said that any political party must do what it can to check whether its own talent pool is sufficient. He believes that under the new political situation, the Federation of Trade Unions will be more actively involved in the governance of the SAR and will absorb it. More talents.

However, Wu Qiubei agreed that Hong Kong is always the executive-led, and the government is led by the Chief Executive, political parties are involved, and the role is changed to the policy makers. In the end, there is also a situation where "butts command the head".

He emphasized that after any political party joins the government, it cannot be expected to fulfill the ambitions of individual parties. They must generally agree with the government's line, and they must be consistent on political issues.

Of course, in terms of individual policies, certain ideas of political parties can still exert influence on the governance of the government.

The Central Committee of the Letter has no plan to "kill" the opposition when it touches the bottom line and destroys itself

After the implementation of the "Minato National Security Law", the democrats fell into an unprecedented low. Last year, more than 50 participants in the primary election were arrested. In this political environment, the "Deep Blue" camp is even more powerful, and there are even some opposition parties. "Fight to the death".

Wu Qiubei believes that the central government has never wanted to "beat the politicians in Hong Kong to death."

However, he pointed out that the national red line should be defended with a clear-cut stand, especially when it comes to territorial security and development interests, and there is no room for compromise.

He criticized the opposition for a period of time, "I don't know if it is fake or if it really wants to touch the bottom line," and wantonly challenged the central authority. The central government was forced to act out of desperation. He described this as "self-inflicted humiliation and self-destruction."

The central subordinates encourage the role of "how to do it on their own."

Wu Qiubei believes that under the premise of national security, any party has the freedom to make different political demands. "Foreign opposition parties will call themselves patriots. When it comes to independence, it is separatism and certainly not tolerated by political power. All opposition parties should be patriotic." Some opposition parties who support separatism, collude with foreign forces, and oppose the central government are not tolerated by the regime.

He pointed out that being rectified by the National Security Law was not because they were the opposition, but because they violated the National Security Law. This point must not be confused.

Has the new work direction proposed by the Federation of Trade Unions been communicated with the central officials beforehand?

Wu Qiubei recalled that during its visit to the Mainland in 2018, the Federation of Trade Unions was received by Vice Premier Han Zheng, who is in charge of Hong Kong and Macau affairs.

At that time, Han Zheng fully affirmed the role of the Federation of Trade Unions as the main force of the patriotic and Hong Kong forces and the ally in the practice of "one country, two systems". He was very proud of this.

He pointed out that the Liaison Office of the Central Committee, the Hong Kong and Macao Affairs Office, and even the leaders of the Central Committee were quite familiar with the work of the Federation of Trade Unions in the past and encouraged them to continue to grow and develop. The Federation of Trade Unions will continue to spur itself and improve its own work. "The role of the central leadership It’s about encouragement, and we still rely on ourselves.”
