MiBiKids receive zero subsidy for language training: the club's chairman is close to desperation

The MiBiKids association makes a contribution to the integration of migrant children with language training.

Now the state is letting them down.

  • The MiBiKids association takes care of language training for children with a migration background.

  • The district apparently had to refuse the association a grant for the commitment.

  • Now the chairman sees only one chance.

Freising

- Big disappointment with the MiBiKids: The association that takes care of the education of children with a migration background does not receive a subsidy for language training from the Freising district, despite months of tug-of-war.

Chairman Samuel Fosso is on the verge of desperation.

As reported, the youth welfare committee approved the MiBiKids grant application for 16,500 euros a good year ago.

However, the then Vice District Administrator Robert Scholz had pointed out that this decision was unlawful because language promotion would not be the responsibility of the municipalities.

The district office submitted the cause of legal supervision received.

In October 2020, it confirmed the authority's point of view and actually declared a corresponding grant to be illegal.

MiBIKids receive prizes, but no money

Since 2010, the association has been committed to promoting children and young people from the district as an integration measure under the motto "Language is the key to education" - with increasing success.

The 35 employees are committed to lifting the language barriers for around 200 kindergarten and school children.

The positive result: the special needs students get along better in class.

Teachers, so Fosso when asked by FT, cannot do that.

That is why many schools are enthusiastic about the work of the MiBiKids.

But that's not all: According to Fosso, the association, which was awarded the integration prize in 2013, now offers a whole range of support measures - for example, a wide range of family offers as well as accompaniment or mediation.

What worries him: language promotion still slipped into the back row of integration measures - incomprehensible for Fosso.

Youth Welfare Committee

That doesn't change now either.

In response to legal supervision, the youth welfare committee has now formally revoked its decision from January 2020.

The official reason: The MiBiKids language support is a task outside the district for which the Freising district is not allowed to spend any budget.

District Administrator Helmut Petz suggested in the committee that the association's application should be "reformulated" so that money could flow.

Because: “We want to help!” In the opinion of the district administrator, “nothing has been burned” in the matter.

The procedure is similar to that of building applications, which have to be sharpened.

Therefore, the district administrator would soon expect "new applications" from the association.

MiBIKids Chairman: "Then we have to sell our soul"

However, it is not that simple, Fosso emphasized when asked.

Much is currently completely unresolved, for example the very fundamental question of whether language promotion is actually an integration promotion measure or not.

The impression that it would be enough to change a sentence in the application and everything will be fine is completely wrong.

"The only way would then be to submit an application that does not relate to language training," Fosso clarified.

But the club doesn't want that.

"Because then we have to sell our souls," says Fosso.

That is why the association would now like to act more through appeals for donations.
