An indictment for murder was filed yesterday (Monday) against Muhammad Masad, four years after he was convicted of attempted murder of collection manager Tomer Makhlouf.

In January 2017, the Be'er Sheva District Court convicted Masad, who shot Makhlouf in the head in 2015 following a dispute over the foreclosure of objects from his home.

The panel of judges headed by President Revital Yaffa-Katz sentenced him to 18 years in prison.

About a year ago Makhlouf died, and now the charge against Masad has intensified.



Makhlouf was treated for rehabilitation in the post-shooting years, but died about a year ago due to respiratory failure.

Following a medical report on the matter, the Southern District Attorney's Office filed an indictment for murder against Masad.

In the indictment, the prosecution claims that Makhlouf's death was due to the serious injury he suffered, "this is due to the injury to his head as a result of the defendant's actions."

The shooting occurred on January 6, 2015. On the same day, Makhlouf, the collection manager at the Arara local council in the Negev on behalf of the Milgam company, came to work in his office.

He sent collection inspectors to the two houses of Masad in Arara together with police officers, in order to confiscate furniture due to Masad's debt.



The foreclosures reached the home of Masad's ex-wife, and his daughter who was staying at the house called him.

Masad spoke with the foreclosures and claimed that his debt had been paid, but his claims were rejected and the foreclosures continued in their work.

After about two hours, Muhammad arrived with a gun under his clothes to the collection department, where an argument broke out between him and Makhlouf, the department manager.

The two approached the deputy head of the council and the treasurer together, to try to solve the problem.



It was then determined that the next day there would be a meeting between all those involved in the matter.

As they were leaving the meeting with the head of the council, Masad pulled out his pistol and fired a single shot at close range in his head, in front of some city officials.

Masad was arrested by police immediately after the incident and did not deny his involvement, but claimed provocation from the collection manager.

Makhlouf suffered severe damage to blood vessels in the brain following the shooting.

After being operated on at Soroka Hospital in Be'er Sheva, he lost his sight.

After weeks in the intensive care unit, he was transferred to rehabilitation at the Levinstein home, but was unable to communicate with his relatives and suffered severe infections in his lungs and airways.



About a year ago, on February 16, 2020, Makhlouf was rushed to the hospital again due to acute pneumonia that caused respiratory failure, and was connected to the respirator machine.

Four days later he passed away.
