Engineer Hussein Arnous, Prime Minister today chaired a meeting of the Supreme Council for Local Administration focusing on strengthening the role of local councils in implementing development and investment plans and improving the service reality in a way that reflects positively on citizens.

Pursuant to the directives of President Bashar Al-Assad during his meeting with the members of the Supreme Council for Local Administration, the council allocated 63 billion pounds to support the independent budgets of the governorates and administrative units to implement a number of investment, service and development projects and support the internal transport and cleaning sectors in all governorates.

During the meeting, it was emphasized to reconsider the allowances for investment in the property of administrative units and to employ the proceeds in improving services provided to citizens, and to study the incentives system for workers in administrative units.

Eng. Arnous emphasized the development of executive programs for the directives of President Bashar al-Assad and their embodiment on the ground in accordance with steps that improve the service and development realities, invest the available resources and manage them optimally according to development priorities, involve civil society and economic activities in the implementation of development projects, apply administrative reform in small administrations, and establish councils Provincial advisory that includes representatives of organizations, trade unions, popular actors and academics to propose development visions for the governorates.

The Prime Minister indicated the need to pay more attention to the hygiene sector and to put in place more stringent controls that limit the spread of irregularities and slums, accelerate the completion of organizational plans, especially for areas affected by terrorism, prevent encroachment on agricultural lands and increase the vertical expansion of buildings.

The Minister of Local Administration and Environment, Eng. Hussein Makhlouf, gave a presentation on the legislation related to the work of the local administration, the environment, the service, development and financial reality of the administrative units, the reality of industrial cities, the tasks carried out in the various sectors and the measures taken to provide the appropriate ground for the implementation of the national plan for decentralization.

The interventions emphasized the completion of small development projects of the administrative units, placing them in investment as soon as possible, completing the procedures for transferring state property within the organizational plans to the property of the administrative units to enable them to place them in investment and expediting the issuance of the financial law for administrative units to improve their revenues in order to provide better services.

The Supreme Council for Local Administration approved a number of operational, development, service and investment recommendations.
