When Chief Executive Carrie Lam Cheng Yuet-ngor took office three years ago to organize the management team, it was rumored in political circles that he would serve as the Deputy Director of the Home Affairs Bureau.
He is accused of being a key figure cultivated in Beijing. It is even more rumored that Tung Chee-hwa, chairman of the Solidarity Hong Kong Fund and vice chairman of the National Committee of the Chinese People's Political Consultative Conference, strongly recommended him to join Lam Cheng's team.
