In an impulse paper, a group of prominent Greens calls for a change to the Basic Law and a new ministry at the federal level in order to achieve equal treatment for all people in Germany.

It says: "Today people have more difficult access to education, work, housing and health care for racist, sexist or other reasons."

"Zeit Online" initially reported on the paper.

With the aim of "equal treatment of all" one wants to bring together the "demands of discriminated groups in the struggle for social recognition and participation in solidarity and taking into account the intersectional entanglements", it says in the appeal.

Greens are calling for an amendment to the Basic Law in Article 3, Paragraph 3

The Green Party published the impulse paper on the anniversary of the Hanau terrorist attack, in which nine people were murdered by a racially motivated assassin on February 19, 2020.

The paper was signed by, among others, the Bundestag Vice-President Claudia Roth, the Schleswig-Holstein State Parliament Vice-President Aminata Touré and Gesine Agena, the Greens' former spokeswoman for women's politics.

The amendment to the Basic Law therefore relates to Article 3, Paragraph 3. So far it says: »Nobody may be disadvantaged or preferred because of their gender, their origin, their race, their language, their homeland and origin, their beliefs, their religious or political views.

Nobody may be disadvantaged because of his disability."

The Greens, who also advocate deleting the word “race” from the Basic Law, want to add the following sentence to the article: “The state guarantees protection against any group-related violation of the equal dignity of all people and works towards the elimination of existing disadvantages. «

Greens call for super family ministry

In addition, there is to be a "Ministry for Social Cohesion" in the future.

According to the paper, this should bundle the areas of anti-discrimination, women, immigration, migration and flight, queer policy, disability policy, family, senior citizens, youth and the promotion of democracy.

They demand that the leadership of the Federal Anti-Discrimination Agency be given more powers and be elected by the Bundestag.

The position itself should be increased significantly through additional »staff and budget«.

In addition, the Green politicians are calling for a “Federal Anti-Discrimination Act” and a “Federal Participation Act”.

Its aim is the equal participation of discriminated groups among others in the public service in every salary group and in management positions of companies.

Agena said to “Zeit Online”: “Instead of individual measures, we finally need an overall concept in order to achieve equality in society for all people.” According to the article, the paper is before the party's federal executive committee and should be part of the debate on the election program.
