In addition to the lack of transparency in the editing mechanism, RTHK employs different staff in terms of staff management. Qiu continued that there are problems in the governance and management of Hong Kong and Taiwan, and the implementation and supervision of the system should be improved. A clear and transparent editing system should be established. The editor-in-chief and high-level decision-making roles can abide by the charter when dealing with sensitive matters.

But Qiu believes that using a single role to measure Hong Kong and Taiwan is a generalization. It should depend on whether Hong Kong and Taiwan can fulfill the "Chart" in order to be objectively balanced.
The charter stipulates that there is editorial autonomy but also editorial responsibility. You can't just rely on the media for yourself, and that editing alone will also deviate from the charter.
Yau Tenghua announced the governance and management review report of Radio Television Hong Kong. The report has 92 pages and 65 appendices. It is divided into eight chapters, namely "Review Work", "Review of Radio Television Hong Kong", "Editorial Management and Complaint Handling Mechanism" ", "Measurement and Evaluation of Service Performance", "RTHK Staff Management", "Financial Management", "Material Supply and Procurement" and "Information Technology Management".
The report criticized Hong Kong and Taiwan for "multiple crimes", including:
1. There are deficiencies in the editing management system, and there is no defined record editing process and decision
2. Personal judgment by individual production unit personnel, weak sense of accountability
3. Dealing with disputes and sensitive editorial matters are only communicated verbally in the "report" and "reported" mechanisms
4. No implementation quality assurance and non-compliance risk management measures before production, during and before broadcast
5. No comprehensive policy document mentions the Charter, the Code and the Code of Practice of the CA
6. Proactively solicit opinions from the advisory committee on editorial policy, program standards and quality issues that are not in accordance with the "Chart"
The report recommends strengthening the handling of public complaints. Complaint procedures and case investigation results should be prominently posted on the RTHK website and other platforms, and electronic forms should be provided to facilitate public complaints and follow-up.
The government announced today that Li Baiquan will assume the post of Director of Broadcasting on March 1, 2012.
