The President of the Republic has just announced a reform of the ENA allowing 6 young people disadvantaged by promotion to become enarques by going through a special competition.
And yet, let us remember, on April 25, 2019, at the end of the Yellow Vests movement, Emmanuel Macron declared:

He even added: "
I wish that we put an end to big bodies
".
An announcement that seemed to satisfy everyone, because this school, although it forms the Elite of our administrations, has not succeeded in training managers who do not make France the most taxed country and the most expensive of Europe.
The former headmistress of the school, Madame Loiseau, even said she was "relieved" by the abolition of the ENA.

Except that, 2 years later, the President of the Republic visiting the IRA (the regional administration institute) of Nantes announced the development of a “talents” sector, from the start of the September 2021 school year, in the 5 senior civil service schools… including ENA.
The idea here is to reserve places for candidates from modest backgrounds.
700 “talent” places already exist in senior civil service schools and Emmanuel Macron has announced his intention to increase them to 1,700 as of next September and to double their allowance from 2,000 to 4,000 euros per year.
At the same time, a separate recruitment with a “talents” competition will be developed.

No question of abolishing the school then.
However, in 2020, there were indeed “
adjustments to the content of ENA's education
” with the development of internships in SMEs in particular ... The Ministry of Transformation and the Civil Service also specified that these changes does not "
constitute in itself the overall reform that will be announced in 2021 by the government
".
Important reform point.
The government does intend to bury the abolition of the ENA and its famous exit classification which takes life into the major bodies of the State which are the Inspectorate of Finance, the Council of State and the Court of Accounts. under a layer of communication for diversity and equal opportunities ...
Amélie de Montchalin, the Minister of Transformation and the Public Service, may explain on February 11 on BFMTV that her "

”at the ENA, we understand what it is.
And this is not surprising since it is the third time in three five-year terms that the major bodies of the State have had the skin of the reform of the ENA.
Already before Emmanuel Macron, Nicolas Sarkozy and François Hollande broke their teeth on the reform of the ENA and the exit classification.
Each time it is therefore the senior administration who wins the match.
France is the only developed country with a training school for senior civil servants with direct entry for life into large bodies and central administrations, such as the ENA.
At the very least, one solution would have been to remove the famous exit classification.
The Thiriet report, which was supposed to foreshadow the organization of the abolition of the ENA, also proposed to prefer job interviews between young graduates and administrations and access to large corps only accessible after three years.
When will we see the real elimination of ENA?
