The Buch community is straightening out two large projects in order to keep the annual burdens manageable.

This has far-reaching consequences for the new fire station: the start of construction will be postponed to 2023.

Buch am Buchrain - According to the recommendation of the local authority, the municipality of Buch should equalize projects and expenses.

This has far-reaching consequences for the new fire station, the planning of which has not yet been finally approved: the start of construction will be postponed to 2023.

Municipal housing construction will start this year as planned.

Some councilors had already got dizzy in December when the additional costs for the two structures at the western entrance to the town were presented: 4.4 million euros for the municipal building, 4.6 million euros for the fire station.

These huge sums were probably too high for the district office as the local authority.

In the local council chamberlain Doreen Graf announced on Thursday evening that the time for the two major projects would be equalized “in order to keep the annual burdens manageable”.

This is already reflected in this year's wealth budget (see box).

Martin Kern (SPD): "Should implement communal compulsory tasks first"

The councils received the surprising news about prioritization, which has far-reaching consequences for the fire brigade, with surprising calm.

A specific new date was not initially given.

Martin Kern (SPD) was the first to venture out of cover.

He spoke of the start of construction in 2023 and said he would prioritize the major projects differently.

"I am of the opinion that we should first implement our communal compulsory tasks such as the fire brigade or the kindergarten," said Kern, referring to other future projects such as the town center.

In his opinion, the need for parking spaces, which could perhaps be created at the site of the current tool shed, will be just as urgent.

At the end of the discussion, Mayor Ferdinand Geisberger (CSU) showed understanding that the volunteers now have to wait even longer for their tool shed.

He has been dealing with the subject since he was mayor - that is, since 2002. "The fire brigade deserves that we start their project first."

The community has to shoulder a lot of expenses and increased levies.

The advantage of the new planning is that the main payments for the residential construction have already been completed when the fire station starts and rental income is added.

CSU Councilor Thomas Steidler - at the same time commander of the Buch Wehr - even praised the administration for their planning: "The budget has become good, despite the hurdles."

Martin Dondl (WG) "The prices will still pop through the roof"

So that the community can realize all expenses, one must create additional sources of income.

The argument “income from the social building” did not seem to convince Kern and his SPD colleague Robert Ulzhöfer.

The fact that the cost estimate for municipal housing is now even higher than planned in December is probably also due to the heating, which Ulzhöfer mentioned.

Originally, the pellet heating was supposed to be in the fire station in terms of cost and location.

Now it's the other way around, answered Geisberger.

Martin Dondl (WG) predicted that the estimated construction costs will probably not be sufficient due to the difficult situation in the construction industry.

In his carpentry shop, he can guarantee the cost of raw materials for a maximum of four weeks.

"The prices will still pop through the roof," Dondl is convinced.

He therefore also suspects that the municipality will only receive a few offers for the tenders.

Ultimately, the financial planning was approved against the votes of Kern and Ulzhöfer.

Kern warned that book "is heading for a new debt that the community has never had".

He fears similar financial developments as in Forstern (we reported).

According to his calculations, Buch would have a per capita debt of 4,000 euros in 2024.

“That would be the highest value in the district.

That gives me a headache, "says Kern.

Asset budget 2021 and financial plan until 2024

This year's budget of the municipality of Buch am Buchrain amounts to 2.8 million euros.

The largest item with two million euros is municipal housing.

Only 107,000 euros have been taken into account for the fire service.

In the financial planning until 2024, the social building is the most expensive project with 5.3 million euros, followed by the new tool shed with up to 3.9 million euros.

Securing the drinking water supply (1.6 million) is almost completely offset by income (1.4 million).

The largest source of income until 2024 are loans amounting to 5.9 million euros - 100,000 euros more than estimated in the planning from last year.

A total of 810,000 euros in loans are to be repaid by 2024.

The volume of the asset budget will accordingly be much higher in the following years than this year.

7.7 million euros are expected in 2022, 6.3 million euros in 2023 and 6.5 million euros in 2024.
