This remark, from two European diplomats, speaks volumes about the EU's sense of helplessness in the face of growing oppression in Belarus.
The file will be on the agenda of the meeting of European foreign ministers, scheduled for Monday in Brussels.
The meeting will provide an update on the situation and take the temperature of the member states on the prospect of possible new sanctions.
The Poles and the Balts, unsurprisingly, are pushing in this direction, while other countries are more cautious about the effectiveness of such conduct.
