"Some are slum": a collective attacks ephemeral terraces in Paris

2021-02-22T17:43:38.420Z

The Vivre Paris collective! reproaches the town hall of Paris for its inaction vis-à-vis the ephemeral terraces left abandoned.

What happens to the ephemeral terraces of Parisian restaurants and cafes?

Since October 30, the day of the administrative closure of these establishments, some have been abandoned, which provokes the wrath of residents of the capital.

Accumulation of garbage, congestion of delivery places ... the Vivre Paris network!

criticizes the City of Paris for not taking action in the face of the inconvenience caused by these unused infrastructures.

It was a tolerance granted by the town hall of Paris to allow restaurateurs to welcome a little more customers during the beautiful days.

After a forced closure for three months, the city had authorized the extension of the terraces of bars and restaurants on public space free of charge.

"

A precious help

", had judged the professionals of the sector.

At the end of August, it had been decided that this exemption should run until June 2021. This authorization was accompanied by a charter for establishments, which, according to Gilles Pourbaix, president of the Vivre Paris! Collective, is not always respected: "

terraces are over 1.30m high, some are not easily and quickly dismantled, others have electricity ... all of this goes against what is said in the charter

”.

Already during the summer, when they were used, the terraces had annoyed more than one local resident because of the noise pollution generated.

From now on, it is rather the inconvenience caused to pedestrians which is singled out.

We see terraces on which waste accumulates.

When it rains, some block the passage of water, which floods the road,

”reports Gilles Pourbaix.

A situation that also poses a problem for artisans according to him, because it happens that delivery places have paid the price for the extension of establishments in public spaces.

Delivery men end up blocking the street because they cannot park in the space reserved for them.

Result: some take tickets for inconvenient parking

, ”says the president of Vivre Paris !.

The Vivre Paris network!

is not the only one who wishes to highlight the ephemeral dilapidated terraces.

On Instagram, the @balancetaterrasse account publishes photos of those in poor condition.

300 ephemeral terraces reported out of 8000

To gain visibility, Vivre Paris!

invites residents to report annoying terraces on the DansMaRue application, developed by the City of Paris, which allows town hall to be notified of anomalies spotted in the streets of the capital so that municipal agents can intervene.

For each complaint, the collective asks that its email address be added to follow up on the reports.

In total, of the 8000 existing, 300 temporary terraces have been reported.

About ten arrests were followed by a response from the town hall.

Most indicate that, following an intervention, "

the team did not notice the anomaly

" reported, or specify that "this

terrace is authorized

", according to the press release published by Vivre Paris !.

Concretely, the collective expects more reactions and interventions from the City of Paris to these interpellations.

"

We are only asking the town hall to carry out more checks, that the terraces are better supervised, and that measures be taken to avoid nuisance,

" insists the president.

A request that the City of Paris considers surprising, ensuring that municipal services are mobilized 100% to clean up the garbage littering the streets and control businesses.

City officials continue to control ephemeral terraces, even those of restaurants that are no longer active.

If they notice an anomaly, they issue a ticket and can request that the terrace be dismantled,

”explains the Paris town hall.

It also wishes to stress that “

the great majority of restaurants and café bars comply with the rules

” established by the charter.

The president of Vivre Paris!

insists on the fact that neither restaurants nor cafes are targeted by their action: “

Our approach is not directed against restaurant owners.

They are obviously suffering from this crisis, we are aware of it

. "

For his part, Frank Delvau, president of the Union des métiers et des industries de l'hôtellerie Paris-IDF (Umih), admits that in some places, “

it's not very beautiful, not very nice for the residents.

".

But despite this observation, he admits that “

at the moment the ephemeral terrace is not the restaurant owner's priority.

The priority is whether he will be able to pay his bills at the end of the month.

The Vivre Paris network! can he take legal action against the City of Paris? Not really, because these ephemeral terraces have no legal existence, as Gilles Pourbaix underlines: “

They are framed by a charter, a legal act which has no legal value. These terraces are therefore almost unassailable, because you can only attack something that has legal existence

. ” A situation that could change, according to Frank Delvau. Just like the “coronapistes” created for the circulation of bicycles, the ephemeral terraces could well remain. "

Discussions must begin with the town hall of Paris to integrate them into the general regulations for terraces, in order to perpetuate them and work on their aesthetics

". Something that the Vivre Paris! Network fears.
