Twelve arrests, 6 disqualification measures, 79 suspects (including officials and employees) and a seizure of over 1.5 million euros: these are the numbers of the maxi-investigation "Penelope" of the Naples North Public Prosecutor's Office on the ASL of Caserta that allowed to shed light on numerous episodes of absenteeism, corruption and rigged tenders.
The same investigation, last November, led to the suspension of 22 "crafty cards", including important officials serving in the ASL district of Aversa.
According to the survey, the assignment of emergency transport services (118) took place in exchange for gifts and hires.
According to the investigators, numerous serious criminal violations have emerged thanks to wiretapping and environmental calls, such as the assignment to a few compliant companies, of adaptation and restructuring works of company premises managed directly by the Department of Mental Health (DSM), in exchange for sums of money and various gifts, a series of false and abuses, regarding the management of patients with psychiatric pathologies, who were entrusted to external structures with agreements without any evaluation of the rehabilitation therapeutic plan by the competent specialist body (UVI), subjecting the 'cost of hospitalization, from the sum of several thousand euros for each patient, to be paid by the ASL of Caserta.
The investigators ascertained the assignment of emergency transport services (118) to a voluntary association whose top management, in exchange, would have paid one of the members of the contracting commission and other compliant ASL employees, gifts and other benefits, such as hiring family members.
There were also episodes of corruption of the managers of the affiliated rehabilitation facilities who, in exchange for the direct assignment of patients and the omitted control activity on the rehabilitation plans, periodically paid sums of money and other benefits to the public officials who were in charge of protection and correct recovery of psychiatric patients.
It also emerged the covert management by some ASL officials, with fictitious registration to compliant people, of affiliated private structures to which patients were referred, entrusted with a burden to be borne by the ASL (per diem of about 88 euros), directly by the same officials.
During the investigative activity of the Caserta Nas, coordinated by the Naples North Prosecutor's Office, the disappearance of funds from projects aimed at the care of patients of the so-called "weak groups", never implemented, which, according to the investigators, would have ended in the pockets of employees of the Mental Health Department.
NAS also discovered a piloted custody round of legal assignments.
The maintenance of senior positions at the ASL took place through the trafficking of illicit influences.
And again: Prosecutor of Naples North and Nas of Caserta have ascertained the purchase of capital goods for private use with the public funds of the ASL, and the usual conduct of illegal removal from the service, by some ASL employees, who had to perform personal and family matters.
