The Constitutional and Mainland Affairs Bureau held a press conference this (23) afternoon to explain the "Public Service (Election and Appointment) (Miscellaneous Amendments) Bill 2021".

The Bill proposes that all district board members must swear an oath except for public officials included in Article 104 of the Basic Law.

In the last Legislative Council election, 12 people were DQ. Among them, Zheng Dahong, Cham Aohui, Yuan Jiawei and Liang Huangwei were district councillors.

Secretary Zeng Guowei said that if the oath clause is passed, the above four people are expected to be disqualified as district councilors.

The Secretary for Constitution and Affairs, Tsang Kwok-wai, said that the four district councillors who participated in the Legislative Council election last year and were ruled by the Returning Officer to be invalid, namely Yuan Jiawei, Liang Huangwei, Civic Party Cheng Dahong and Shun Aohui, would theoretically lose their qualifications immediately.

He pointed out that the amendments mentioned that if they were deemed unsupported and disloyal in the past, and theoretically did not have the conditions to re-appoint a district councilor, the Home Affairs Bureau will announce it after the law is passed.

Zheng Dahong: Bye bye

After the press conference, Zheng Dahong, who had retired from the Civic Party, said on social platforms, "As soon as the law is passed, the district councilor's career is over. Thank you for your support. Goodbye."

Cen Aohui also responded quickly on social platforms, saying that the government "blocked it to the end" and completely killed the space for dissidents, which was unexpected.

Also said: "Even though the ending is set, I will guard my post and perform my duties to the last minute."
