in Russia and on the territory of other states, including other member states of the Council of Europe, outside a situation of armed conflict

interstate petition

”, a procedure by which one state pursues another before the ECHR, is the ninth brought by Kiev against Moscow, four still being examined by the judicial arm of the Council of Europe, including Ukraine. and Russia are members, again according to the ECHR.
