The vote was preceded by an explanation of all the possible locations by a specialist office, accompanied by many visitors - and a heated discussion.

For the evening, the administration had a large monitor and microphones set up at the headquarters of each municipal council in the school's multi-purpose room.

First there was - connected online - a statement from qualified engineer Hans Ulrich from the Munich office "Funktechanalyse".

This company had checked all four possible locations with regard to radiation protection and efficient cell phone coverage (see box).

In order to let the citizens participate in the action, the conversations were broadcast in the school yard, where many guests listened eagerly.

Mayor Lorenz Angermaier (Free Voters / Citizens List Kirchasch) explained the importance of the topic: “We don't just have to make a difficult assessment for all citizens of the community.

We are also under time pressure, because Deutsche Telekom will withdraw from its offer if we do not decide on its preferred location in Mauggen by the end of the month. ”In addition, it could be that a private property owner in the community offers space to another cell phone company , "On which we would then hardly be able to influence", Angermaier continues.

He made it clear that neither the municipality nor he himself offered Telekom the location in the Mauggen industrial park, "as an initiative here at the site claims".

Rather, Telekom made the offer to the Erding-Ost water authority there in February 2020.

"At that time I was not yet mayor," said Angermaier.

The four locations in the expert evaluation

The engineering office "Funktechanalyse" examined four locations for their suitability and rated them as follows.

In addition to Telekom's favored site in the Mauggen industrial park, there were three other purely fictitious options.

A mast at the test point A01 (on a hill near Riedersheim) would cover Bockhorn, Mauggen and Hecken with an optimal to stable level, but Mauggen only to a limited extent due to the greater distance.

Unterstrogn, Oberstrogn and Emling would be reached to a limited or very limited extent, Deimling, Oppolding and Eschlbach could possibly be supplied more easily.

A mast at the test point A07 (near the Leiten forest, on a hill in the direction of Kirchasch) would cover Mauggen, Kirchasch, Polzing with an optimal to stable level.

In Bockhorn, Breitasch, Englpolding, Unter- and Oberstrogn and Emling, however, significant restrictions in the frequency range can be expected.

If there is a mast at the test point A10 (west of Bockhorn, roughly in the middle of an imaginary air line to Emling), Bockhorn and Oberstrogn could be optimally or stably covered, Mauggen and the south-eastern parts of Bockhorn already limited, as well - because of the so-called shadowing effect - Emling and Unterstrogn.

Telekom said: “Our supply target is Bockhorn and Mauggen.

Therefore, the mentioned alternatives A01, A07 and A10 are not suitable due to the great distance to the care destination and the limited usability ”.

Regarding test point W02 in the Mauggen industrial park, the specialist office states: “A mast here covers Bockhorn, Mauggen and Oberstrogn with an optimal to stable level.

Carry-over effects in terms of (...) easier long-range supply exist, for example, for Unter- and Oberstrogn as well as for Emling. "A higher mast brings here" noticeable improvements in more distant areas, in addition there are carry-over effects with regard to easier long-range supply, e.g. for Maierklopfen ".

Against the background of immission minimization, the specialist office recommends “considering an even greater mast height than currently planned at 30 meters”.

Even if other operators in addition to Telekom were to transmit from this mast later, according to the expert Ulrich, “the overall radiation exposure would be lower than if only one operator worked from the roof of the town hall - because it makes a lot of difference where and how a transmitting antenna is high ”.

In the case of four tested locations for a transmitter mast, in addition to a so-called reference point on the roof of the Bockhorn town hall as a measurement comparison, the questions of the municipal councils mainly focused on possible alternatives.

Bernhard Stein (CSU) and Gottfried Widl (FW) wanted to know whether another provider or a higher antenna near Kirchasch could bring advantages.

Andreas Scharl (FW) even considered a double solution with two masts - on the B 388 in the Unterstrogn industrial park and near Kirchasch.

Expert Ulrich did not consider either of these to make sense: “In Kirchasch, due to the unfavorable topography, even a higher mast for Bockhorn and Mauggen, the actual supply area, would not be an improvement.

In addition, with all variants in which a supply via several masts is considered, a radio gibberish would result: The reception for the Bockhorns would be something like speaking from three different directions with megaphones in three languages ​​at once. "

Ulrich also had an answer to Annelie Hinterwimmer's (FW) question about the necessity of a height of 30 meters: “Of course, the impact on the landscape is significant.

In principle, however, the following applies: the lower an antenna, the greater the radiation exposure for the immediate vicinity, but with lower transmission power. "

In relation to residents in the northern suburb of Mauggen who would be directly affected despite (or perhaps because of) a high mast in their houses, Thomas Fisch (FW) asked about the effective radiation exposure compared to a cell phone, for example in the house.

Ulrich says: "The radiation from WiFi or smartphones in the living rooms, especially when in continuous operation, clearly dominates over radiation from outside."

The expert also refuted the idea of ​​Ludwig Molocher (AfD), who, supported by a list of signatures, is in favor of relocating the Mauggen mast about 400 meters to the west, but is also thinking of another 50-meter mast near Kirchasch.

“First of all, moving the mast to the west would have a worse radio result.

Second, however, the District Office would not approve such a double solution because of the increased space requirement. "

Peter Brenninger (Kirchasch citizens' list) was interested in the cost-effectiveness of the facility and radiation exposure limits in neighboring countries.

Ulrich's office was not concerned with the profitability of the project.

"It was not part of our task and is later a matter for the operator." In comparison, Germany is actually very high in terms of limit values ​​at 40 volts per meter.

The mast in Mauggen is 1.6 volts at 30 meters high and 1.0 volts at 50 meters, but far from it.

However, he pointed out that “Telekom currently has a lot of construction sites”.

The exact design of the mast and other details are still being negotiated.
