The Hong Kong section of the Guangzhou-Shenzhen-Hong Kong high-speed rail opened to traffic in September 2018. However, due to the outbreak of new crown pneumonia last year, the West Kowloon Station of the high-speed rail was closed for more than a year and there is still no plan to reopen.

When the Guangdong Provincial Department of Natural Resources recently released the public version of the "Guangdong Province Land and Space Planning 2020-2035", it clearly stated for the first time that it would reserve lines for the construction of the "Beijing-Hong Kong-Macao high-speed magnetic levitation" and "Guangshen high-speed magnetic levitation". The Bureau of Natural Resources and the Bureau of Natural Resources showed a plan at a press conference describing the reserved maglev train route, which will depart from Guangzhou East Station and go directly to Hong Kong West Kowloon Station.

In Shenzhen, another plan is to set up a station on the artificial island of East Lantau under the "Lantau Tomorrow" project.

The Transport and Housing Bureau clarified in reply to the enquiry of "Hong Kong 01" that the Hong Kong government did not participate in the planning of the Guangzhou-Shenzhen maglev train, and the Hong Kong government has no plan to build a maglev train at this stage.

Concerned organizations pointed out that if the mainland planning plan is implemented, the Hong Kong section of the maglev train will be connected to Hong Kong. It is estimated that the Hong Kong section alone may increase the infrastructure cost of Hong Kong by 200 billion yuan, which will further increase the cost of the "Lantau Tomorrow" project. There is a bottomless pond."

The Guangzhou Municipal Bureau of Planning and Natural Resources displayed the maglev train plan at the press conference of Guangzhou's promotion of the construction of important global transportation hubs.

In the public version of the document issued by the Guangdong Provincial Department of Natural Resources, the routes of the two maglev trains were not shown to enter Hong Kong.

"Beijing-Hong Kong-Macao high-speed magnetic levitation" is expected to pass through Shaoguan, Guangzhou and Zhuhai; "Guangshen high-speed magnetic levitation" will depart from Guangzhou to Shenzhen, Shanwei, Shantou and other places.

The plan released at the press conference shows the route reserved by the mainland authorities for the maglev train channel. It starts from Guangzhou East Station, passes through Nansha and Shenzhen, and then arrives at Hong Kong West Kowloon Station. The route is the same as the "Guangshen Express Maglev" train. The alignment is relatively close, but the bureau did not explain the details of the maglev train plan to Hong Kong at the press conference.

Some reports also cited the Shenzhen Urban Transport Planning and Design Research Center, which recently announced the planning concept for the "Guangzhou-Shenzhen High-speed Maglev" train.

Shenzhen’s plan calls for starting from Guangzhou International Financial City, passing through Dongguan Clam Land and Shenzhen Xiangmihu, and then to Hong Kong’s East Lantau. The fare is expected to be cheaper than the high-speed rail.

Transport and Housing Bureau: There is no plan to build a maglev train at this stage

In response to enquiries, the Hong Kong Transport and Housing Bureau stated that the Hong Kong Government did not participate in the planning of maglev trains. The Hong Kong section of the Guangzhou-Shenzhen-Hong Kong high-speed rail has shortened the travel time between Hong Kong and cities in the Greater Bay Area. There is no plan to build a maglev train at this stage.

In the long run, the Hong Kong Government will closely monitor the cross-border needs of the development of the Greater Bay Area and discuss the needs and benefits of new cross-border infrastructure projects in due course.

Chen Hengpin, a member of the DAB Legislative Council, believes that the current plan for the maglev train is still conceptual, and it is believed that it will take a long time to implement it.

He pointed out that in the early years, Hong Kong had planned for the railway connecting Hong Kong, Foshan, and Guangzhou airports, but it was later suspended due to various reasons such as the economy.

He believes that although the development of maglev trains can reduce the time, there is still no information on the detailed design, cost, and technological maturity. He believes that the current stage is in the conception stage.

Regarding the Hong Kong government’s temporary lack of plans to build a maglev train, he continued to point out that the Hong Kong government’s planning and arrangements for the development of the Greater Bay Area are relatively backward. He believes that in the future the Hong Kong government should "proactively" open up connections and provide convenient policies. Flowing into nothingness and missing development opportunities.

Our research agency: Maglev train cost is 1.5 times more expensive than high-speed rail

Chen Jianqing, a member of the Local Research Institute, pointed out that two years ago, he saw Shenzhen put forward a planning concept at the Qianhai Exhibition Hall in Shenzhen, and advocated the construction of a "high-speed rail branch" in the artificial island of East Lantau in Hong Kong's "Lantau Tomorrow" project.

At that time, the Development Bureau even pointed out that the incident was only known from news reports, which raised doubts about the hidden worries of the mainland dominating the overall planning of Hong Kong.

Chen Jianqing said that it has been calculated that the cost of building a maglev train is 1.5 times more expensive than the high-speed rail. If Hong Kong’s station is located on the artificial island of East Lantau, like the Shenzhen plan, it will bring an additional 200 billion yuan in infrastructure costs to Lantau tomorrow. There is a chance that it will be a bottomless pond, which makes people worry that there will be another "big white elephant" project.

He also pointed out that if cross-border infrastructure is set up on the artificial island, it is even more doubtful that Lantau tomorrow will no longer provide residential land as originally mentioned, but will "change a development model."

At present, Guangzhou and Shenzhen have their own plans. Chen Jianqing is worried that eventually two new cross-border railway projects will be developed. The plans for Guangzhou and Shenzhen are based on the development of the city itself. "If both are done." , Or there is a chance that both will be built.

He also pointed out that the route of Route 11 currently being planned by the Hong Kong government is in line with the route of the Shenzhen Maglev train plan, questioning "The discussion seems to be a road, but will it become a trunk road that can be used for maglev trains?"
