Seine-et-Marne: the great dismay of Eric, member of the Citizen's Convention for the climate

2021-02-27T12:13:24.719Z

Part of the working group dedicated to consumption, Eric Jaby, retired firefighter, regrets that strong proposals have been refused

“The President of the Republic had said that our climate proposals would be transmitted without filter, in direct application, in legal texts or by referendum.

In the end, we are all disappointed.

It's more like a hundred filters!

It is believed that lobbies have intervened.

"

Eric Jaby does not use the tongue of wood.

Seine-et-Marnais residing in the Melun area, this retired firefighter was drawn from the population to sit among the 150 members of the Citizen's Convention for the Climate, which meets for the last time this weekend.

A year of “readings and colossal work”

As such, he is one of 150 citizens to have made proposals to fight against global warming.

Objective of their mission letter: to reduce greenhouse gas emissions by at least 40% by 2030 in France.

After more than a year of "readings and colossal work", the account is not there according to Eric Jaby.

Because initially, 146 ideas are retained by Emmanuel Macron out of the 149 resulting from the work of this citizens' assembly.

Then on February 10, the government presented a Climate and Resilience Bill “very watered down compared to our proposals”.

The stakes are high, however, the administrative court having recognized the failings of the State in the fight against global warming on February 3.

“We're already late.

The High Council for the climate says it too.

And since then, the European Commission has revised the target of reducing greenhouse gas emissions to 55%, ”warns Eric Jaby.

Recently, the 150 citizens have been invited by the ministers on the different themes (housing, food, consumption, travel, production and work).

"They tell us what is retained or not, what is reduced and why ..." relates the retiree, not convinced.

He belongs to the working group dedicated to consumption.

He finds it hard to swallow the refusals.

Increase the bonuses for low-polluting cars and increase the penalties for vehicles which are more polluting?

Refuse.

Reduce VAT from 10% to 5.5% on train tickets?

Refuse.

Establish a moratorium for 5G?

Refuse.

“There are already 77 million connected devices in France, between phones, tablets, etc.

Old mobiles are not recycled, this creates additional waste.

Cédric O, the Secretary of State in charge of digital, told us that a recycling sector was going to be developed… ”

Only 20% of bulk tax imposed in 2030

According to Eric Jaby, other proposals are clearly losing their impact in the bill.

“We wanted to promote bulk with a view to eliminating packaging and overwrapping through reusable containers.

We wanted to impose on distributors 25% bulk in 2023 and 50% in 2030 for food and non-food products, dry or liquid.

A progressive schedule so that producers and purchasing centers have time to adapt.

But in the end, the bill sets a maximum of 20% in 2030 for distributors!

And we do not know if this will concern all the products… ”

Another lessened proposal: the ban on illuminated advertising in public spaces.

“According to Ademe (French Environment and Energy Management Agency), a light panel one meter by one meter consumes as much electricity as a household in a year!

We could act.

But ultimately, the advertising police initially assigned to prefects are assigned to mayors.

It's tough!

And what will each mayor do?

As long as it is not prohibited, it will continue.

"

His conclusion?

“This bill wants to make consumers responsible while letting other players do what they want.

It is not consistent.

Manufacturers and sellers should commit… ”

The only positive note: “We have been a factor in raising public awareness of global warming.

We brought the debate back to society.

Climate change education will be offered from kindergarten to graduate school.
