Climate law: the Citizens' Convention wants to be included in the parliamentary debate

2021-02-28T19:31:42.829Z

Although they believe that the climate bill resulting from their work falls short of the objectives, the citizens drawn by lot are now turning to the examination of the text in Parliament.

The citizens' convention for the climate may be officially over, some of its members intend to play overtime in the corridors of power.

After the disappointment at reading the climate and resilience bill - which they consider to be below the set objectives - all eyes are now on the examination of the text in Parliament.

First in a special committee, from March 8, then in the Hemicycle from March 29.

Many citizens are counting on this step to

"increase"

the measures proposed by the government.

"For parliamentarians, this eighth and last session of the Convention will be revealing of what remains to be done and of what has already been won"

, already predicted William Aucant, even before the start of the weekend which marked the end of the work of the 150 citizens drawn by lot.

"

Without the help of parliamentarians, we will not

succeed," added the Nantais.

For months, some of the most involved citizens have been increasing exchanges and debates with elected officials from all sides.

If they are sometimes called upon, they do not hesitate to take the initiative and go to meet them.

"Some welcome us with contempt, but they are mostly benevolent"

, observes a conventional.

"They want to try to understand how we arrived at these recommendations, what were our reflections and our training"

, explains Claire Morcant.

This weekend, Claire also urged the citizens present to intensify these meetings with elected officials.

“The interest of these meetings is really to prepare amendments since they are still being drafted.

This is the only way to still be able to weigh ”

, specifies the conventional from Marseille.

MPs have until March 5 to table their amendments.

The government already expects to receive several thousand.

"This is the last showdown to lead,"

asserts Claire, who observes that the strategy is bearing fruit.

"You can never really know if they will fight for us, these are just promises, but sometimes I have the feeling that it is sincere," she

says.

"150 climate ambassadors"

However, the practice is not shared by all citizens.

For some of them, this exercise is far from the mandate given to them.

"

It is not our role, we misunderstood our work, it is with NGOs and climate experts that politicians should discuss, not with us", is

carried away a conventional

"bewilderment"

through the process.

In addition to opposition deputies such as Matthieu Orphelin (close to Nicolas Hulot) or Delphine Batho (president of Generation Ecology), the 150 citizens can count on Barbara Pompili, in favor of a toughening of certain measures during the parliamentary debate.

The deputies to whom she is close will be receptive to the observations of conventional members.

President of the special commission, Laurence Maillart-Méhaignerie (LREM) auditioned the citizens

“who have become 150 climate ambassadors”

.

“The idea is not to say that the bill is no longer their business.

They will be attentive actors in our debates, but we must also accept being dispossessed ”

to pass the hand on to parliamentarians, she underlines.

Especially since there is a real impatience of the deputies to regain control.

Thus, Cendra Motin (LREM), one of the thematic rapporteurs of the text, plague against

“the injunction of the citizens who say:“ If you do not do what we are proposing, you are betraying us. ”“

Same warning from Aurore Bergé (LREM), also thematic rapporteur: the members of the CCC

“are legitimate, but it is not because the CCC says something that all French people think the same.

They must accept that parliamentarians are not just a distribution belt.

Vocational training or a union are no less legitimate than them.

It is now up to us to decide, ”

warns the elected representative of Yvelines.

One way to let citizens know that their mission is over.
