Covid-19: the "health pass" could include negative tests, and not just vaccination

2021-02-28T16:14:05.671Z

"Vaccination cannot be the only key to reopening activities, otherwise we create a two-tier society," said Secretary of State for European Affairs Clément Beaune.

The "health pass" envisaged by France to deal with the Covid-19 pandemic could list the negative tests carried out by its holder, said Secretary of State for European Affairs Clément Beaune on Sunday.

"

Vaccination cannot be the only key to reopening activities, otherwise we create a two-speed society, which is very unfair

", he declared in the program "

Political questions

" of France Inter radio, of France Télévisions and the daily Le Monde.

"

We need different tools (...) We must extend our range,

" he said, recalling that for the time being access to anti-Covid vaccines remains limited to the populations most at risk and that young people in particular will not be able to be vaccinated "

before the summer

".

"When you have a negative PCR test today, you can take the plane to go to Europe because you are not at risk", noted Clément Beaune.

"

You may need an application where you can show that you are either vaccinated and therefore protected, or (a) negative PCR test or (a) reliable negative antigen test, so that you are not at risk either

", he suggested.

The French government is considering the implementation of a "

health pass

", which will not be a "

vaccine

"

passport

, with a view to reopening cultural places and restaurants closed by the Covid-19 pandemic.

The 27 have asked the European Commission to define common standards for mutual recognition of

vaccine

certificates or "

passports

".

But there is no common position at this stage on the rights they could open.

Some states - especially those most dependent on tourism - want an accelerated adoption of such a document to save their summer season, like Greece which, like Cyprus, has already concluded a tourism agreement with Israel.

The question of the rights attached to this “

passport

” is, on the other hand, considered “

conflicting

” and “

irrelevant

” by certain states, at a time when only 4.2% of Europeans have received at least one dose of vaccine.

Europeans must resolve “

together

” until “

spring

” a certain number of “

scientific, ethical and technical questions

”, underlined Clément Beaune.

Because "

when you are vaccinated, we know that you are protected, we do not know to what extent you transmit or not

" the virus, he noted.
