Emmanuel Macron in Seine-Saint-Denis this Monday to promote mentoring

Emmanuel Macron is expected to announce Monday, during a trip to Seine-Saint-Denis, measures to increase the number of young people benefiting from the professional advice of a mentor, in a tense context after the recent death of three adolescents in violence in the suburbs of Paris.

As part of the government agenda on "equal opportunities", the president should display "the strong ambition" to increase the number of "mentees" from 25,000 currently to 100,000 at the end of 2021 then 200,000 in 2022 by France, said the presidency.

A relatively new concept in France but which "is gaining in importance" according to the Elysée, mentoring refers to an interpersonal and voluntary relationship of accompaniment of a young person by an adult, who gives him the benefit of his professional expertise and advice.

For Emmanuel Macron, this is “an essential lever against house arrest and social determinism”, explains an adviser to the presidency. The device, which will take place within the framework of the “1 young person 1 solution” plan , launched in July 2020, aims to support associations and companies already involved in mentoring and convince others to get involved, for a budget of around 30 million euros for 2021.

Eight associations, including Chemin d'avenir, AFEV, Article 1 and Telemaque, are at the forefront of the Mentoring Collective, supporting nearly 30,000 young people in difficulty every year across France.

Among the companies most involved are Axa, Accenture, BNP Paribas and Total.

Mentors, active or retired, support young people, sometimes from the start of college, over the medium to long term, devoting one to two hours per month to them.

The proportion of young people under the age of twenty-five remains one of the highest in metropolitan France in Seine-Saint-Denis.

According to an INSEE study published in 2020, for twenty years, the unemployment rate has exceeded 10% (11.0% in the third quarter of 2019) and Seine-Saint-Denis is among the ten departments with the unemployment rate is the highest in mainland France.

This rise in unemployment affects both working poor and young graduates.

The level of qualification of the resident population is lower than the national average and the level of qualification of the jobs developed in the territory.

28% of young people aged 18 to 24 are unemployed or have no training, ie 13 points more than in Hauts-de-Seine by way of comparison.

In addition, this visit to Seine-Saint-Denis comes at a time when this Ile-de-France department was bereaved by the death of a 15-year-old, shot dead in a recreation center, for a simple "dispute" for undetermined reasons.

The region had already been marked at the start of the week by the death of two 14-year-old teenagers, in brawls between young people in two towns in Essonne.

Exchange with young people

Emmanuel Macron will make his announcements by visiting L'Industreet, a new 11,000 m2 campus, funded by the Total Foundation, the objective of which is to train young people aged 18 to 25 with or without qualification for industrial trades.

He will exchange views with young people, trainers and business leaders participating in the “Businesses Engage” initiative, created in 2018 and which today brings together 7,000 companies.

Accompanied by Elisabeth Borne, Minister of Labor, and Sarah El Hairy, Secretary of State for Youth, he will also take stock of the 1jeune1solution.gouv.fr platform, which offers around 100,000 job offers and will put online, from Monday, internship proposals, according to the Elysee.

This platform will also open in April a "simulator" which will allow each young person to know what aids they can access.

This trip is the third devoted to young people by Emmanuel Macron since the beginning of the year, after that at the University of Saclay, where he had notably announced that all students would have access to two meals a day at one euro, and that in Nantes, where he had partly opened the way to prestigious administration schools, such as the ENA, to young people of modest origin
