Luo Siwei, Director of the New Territories East Hospital Cluster, grew up in Malaysia, obtained an academic degree in the UK and then served in Hong Kong. He has been serving in Hong Kong for more than 20 years.

Regarding the government's proposal to introduce overseas doctors to exempt the practice test, Luo Siwei believes that it will help Hong Kong face the problem of aging population and the 10-year hospital development plan. I believe "There will be a lot of Hong Kong permanent residents returning, causing over supply (oversupply of doctors). .

In recent years, doctors and nurses have launched a strike for the new crown epidemic, and they have made Lennon Walls in hospitals to express political demands. Luo Siwei said, “I don’t care if medical nurses go out and do work, but as a professional medical team, I’m in a white robe. Don’t bring politics to the ward.”

The government intends to submit the "Doctor Registration Amendment Bill" to the Legislative Council, proposing a plan to introduce overseas doctors without the practice test.

According to the government’s current proposal, as long as the doctor is a permanent resident of Hong Kong, graduated from an accredited non-local medical school, obtained the qualification of a specialist and has worked in a public institution in Hong Kong for five years, he can be officially registered in Hong Kong.

Luo Siwei said that he did not have a thorough understanding of the government plan. At first glance, the plan still has many checkpoints. Doctors must pass the approval of the Medical Council and attend designated institutions. I believe "There will be many Hong Kong permanent residents returning, causing over supply ( There is an oversupply of doctors).” He also said that the proportion of doctors in Hong Kong is much lower than other advanced countries, such as Singapore and the United Kingdom; society is facing the problem of population aging, and the two 10-year hospital development plans of the HA need to increase With a lot of manpower, even if the Hong Kong Medical School tries its best to increase medical student places, it may not be enough to meet this demand.

Therefore, if there is a pilot plan for the overseas doctor's exemption program, he thinks it can be tried.

Immigration with medical staff

The United Kingdom has recently launched a BNO residence visa. BNO holders and their families can take the "5+1" method to naturalize the United Kingdom.

Luo Siwei said that the number of medical staff around him who decides to emigrate has increased, especially nurses, but it is unknown whether it is related to the political environment in Hong Kong or the National Security Law.

There are 13,000 employees in the New Territories East Cluster Hospital. Luo Siwei praised his colleagues for their team spirit and enthusiasm.

In early February last year, tens of thousands of medical staff responded to the strike action and urged the government to close the customs.

Luo Siwei recalled that the number of medical workers who went on strike in the network was not large, but it was enough to affect some specialties to a certain extent. At that time, the team was deployed and the most senior head nurse also came back to help, demonstrating the team spirit.

"We remind the young medical staff on strike to save the patients at the beginning. Don't go back to work and take care of the patients?" He said that many colleagues felt sad after hearing this, and returned to work after one to two days of strike.

Luo Siwei emphasized respect for colleagues who have different political opinions, but should not bring political color to the ward.
