The third is to make every effort to maintain the prosperity and stability of Hong Kong, emphasizing that "speculators" are not among patriots.
Xia Baolong also emphasized at the time that "patriots governing Hong Kong" is the core of the "one country, two systems" policy, and the election system must be improved as soon as possible.
He said that after the return, Hong Kong must be governed by patriots, and that the power of the Hong Kong Special Administrative Region must be in the hands of patriots. He also said that insisting on "patriots ruling Hong Kong" is a major principle issue related to the success or failure of the cause of "one country, two systems" and cannot be tolerated.
