Liu Yan came to Hong Kong from the Mainland in his early years and graduated from the University of Hong Kong. After joining the Administrative Service in August 1990, he was promoted to Directorate A-level Administrative Officer in April 2014. He has served in various policy bureaus and departments, including the former Finance Division, The former Chief Secretary’s Office, the Central Policy Unit, the former Constitutional Affairs Division, the former Treasury Bureau, the Chief Secretary’s Office, the former Economic Affairs Bureau, etc.
She has served as the Deputy Secretary-General (Treasury) of the Bureau of Financial Services and the Treasury in March 2010. After Liang Zhenying was elected Chief Executive in 2012, she was transferred to the Secretary-General of the Chief Executive-designate's Office; after Liang Zhenying took office, Liu Yan became the Permanent Secretary of the Chief Executive's Office. He was regarded as Leung Chun-ying's "love general" and returned to the Treasury Bureau as permanent secretary in July 2017.
