Bercy experiments with an immediate tax credit for home jobs

The individual employers concerned no longer need to wait for their tax credit: they only pay the remainder. The government wants to generalize the device from the start of 2021.


It is a small revolution that awaits individuals using home jobs.

At the start of 2021, Bercy launched an experiment aimed at enabling individuals to benefit from an “

immediate tax credit

”: in short, these employers only have to pay the remainder, the part of the state being paid directly to homeworkers.

This experiment only concerns a small number of households in two departments, namely the North and Paris.

But it paves the way for the generalization of the device, which the government wants to implement from the beginning of the year 2021. Indeed, the Minister of Public Accounts Olivier Dussopt confirmed, on February 11, that the experiment was taking place without issue.

The proposed system should make it possible to encourage individuals to resort to home employment.

Indeed, currently, the latter must wait before being able to obtain their tax credit, up to 50% of the sums paid (with a ceiling of 12,000 euros per year, increased by 1,500 euros per child or for those over 65 years of age. ).

This delay is often dissuasive and can, according to the government, push households to waive the cost of a nanny, a cleaning lady or a tutor.

An increase in the number of hours expected

For the employee at home, whether he exercises a childcare activity or so-called "

comfort

" (gardening, cleaning), the new reimbursement system does not change anything.

This receives the same sum: assuming that he received 70 euros per month from a private employer, the latter will now pay him 35 euros while the Center de Remboursement du Chèque Emploi Service Universel (CRCESU) will pay the remaining 35 euros, after the household has declared the hours worked on the site www.cesu.urssaf.fr.

This experiment is good news for home service professionals.

The Générale des services network anticipates, if the device is well generalized in 2022, an increase in the number of hours worked by 20 to 30% and hopes the creation of some 250,000 jobs.

The government's objective is, moreover, to curb “

moonlighting

” work by making declared work less restrictive.

represents 40 to 50% of the sector,

” indicates Maxime Aïach, president of the Federation of services to individuals (Fesp), to the daily La Croix.

The viability of this generalized system will be tested throughout 2021. It will be extended to companies and associations in the Nord department and in Paris, which call on service providers from March.

In July, a larger number of individuals will then be able to benefit from it: 27,000 people in total.

Also in 2022, the system will be rolled out in stages, indicates Le Parisien: it will concern individuals who employ without an intermediary from January, then those who use a service provider three months later.
