A year into the Corona crisis, Israel seems to be facing one of its biggest challenges.

If the government approves the arrival in Israel of tens of thousands of Israelis interested in voting in the election, the passenger absorption system will have to function as a well-oiled machine, fight the entry of new variants and ensure that they are transferred to isolation in one of the proposed ways.

It is estimated that there are about 25,000 Israelis, but according to Transport Minister Miri Regev, the number is much higher.

The number of entry requests to Israel received by the Exceptions Committee in recent weeks is about 21,000, but if you take into account that according to the Population Authority, the number of Israelis currently abroad is 170,000 - it seems that it is not yet known how many passengers the state will have to handle. The fact that many Israelis may take the opportunity to enter without the bureaucratic hassle of the Exceptions Committee.

The country faces many challenges in passenger absorption.

The list of challenges facing the country is long and complicated, and each of its components has sub-sections that are not simple.

This is a mechanism that begins with the "slot" allocations of flights and the dosage of quantities arriving at the airport, pre-flight inspections, field inspections, the existence of a supervised isolation system for their types and more.

All this in a very fast process that has not yet been tried, and in the face of an aviation world that is finding it difficult to flex the pace of decision-making in Israel.

The flight challenge

Currently, Israel accepts passengers from two centers - the airport in Frankfurt and the JFK airport in New York.

Two airports serve as a significant hub of passenger traffic, the first to and from Europe and the second to the Americas.

Working with these two centers greatly facilitates the country's ability to audit and control the boarding processes of passengers, and the verification that they present the required tests and approvals.

If the masses of Israelis are allowed to arrive, it will most likely be made from dozens of different airports.

From this also derives the question of the dosage of the arrival of passengers in the field, not because of Ben Gurion Airport's abilities to deal with the number of passengers - but because of the envelope and vertebral mechanisms that joined the process.

The test challenge

One of these links is the test array.

Each passenger must present a negative corona test conducted 72 hours before boarding the flight, and perform another check in the field upon landing.

The second test was added only on February 14, after months in which the Ministry of Health claimed that the percentage of verified passengers was low.

"January data revealed that 64% of passengers were diagnosed at Ben Gurion Airport, even before the field test became mandatory. It is not yet clear whether preparations for wider passenger reception will also require the creation of a uniform standard for tests accepted by the Ministry of Health. C, that you can locate sick passengers as early as possible and cut off adhesive chains.

100 passengers will be asked to leave a deposit.

The bracelet challenge

Today at 16:35, Arkia's 232IZ flight from Frankfurt is expected to land in Israel.

This flight will be the first pilot of electronic tracking bracelets for those entering the country.

One hundred passengers will be asked to leave a deposit of NIS 2,000-1,500 and will be equipped with a kit, which includes a tracking bracelet that will make it possible to make sure that they are staying in home isolation as an alternative to staying in a motel.

It is already clear that there will be passengers who will rush to pull out the credit card and leave the deposit, assuming this will allow them an alternative to staying in a motel, but it is not yet clear if the company providing the tracking kit is prepared to provide thousands or tens of thousands of days notice.

Hotel Challenge

In the shadow of the continuing failure to enforce home isolation, hotels are once again a key option for implementing the isolation period for returnees from abroad. The Home Front Command, which is the body entrusted with transporting passengers to hotels, or "disappear" as soon as the bus stops at the hotel entrance, and claims to treat impaired passengers in terms of living conditions of the hotel.

If many passengers are not met initiative electronic bracelet will have different hotel to prepare for the reception of tens of thousands of passengers. according to security officials, 25 hotels are used in the hotel system participants, They have ten thousand beds, and some hotel managers are interested in concluding contracts with the Ministry of Defense, claiming that the Nissan holidays are coming soon, which are expected to bring in many guests and the possibility of increasing hotel profits.

In contrast to the previous waves of entry into the country, the vaccination campaign may prevent an increase in morbidity.

Points of light

One of the main bright spots that can be noted ahead of the event is that unlike the large waves of entry into the country so far, which have led to outbreaks of disease, this time the vaccine campaign may be a deterrent and may even prevent an increase in morbidity.

A second point is the hope that the relevant ministries, from the Ministry of Transport, Internal Security, Health to the Ministries of Defense and Justice, will be able to produce better work interfaces, which will enable a quick and focused response to malfunctions.

The last bright spot is that this experience will be a general return to the future, to what life may look like, and to a flight routine that includes a gradual return of life to its course.
