"Everyone attacked me and started breaking the vehicle while I was inside. They attacked me, threw stones at me, someone grabbed me by the neck and strangled me. They almost killed me inside the vehicle," Ibrahim Hamed, the driver who ran over a 47-year-old man during riots by ultra-Orthodox youths in the neighborhood, described this week. Mea Shearim in Jerusalem, immediately after the Purim holiday in the capital.

"It only happened because he is an Arab," his family claimed.

"They took the victim here instead of the criminals."

Judging by the documentation from the scene of the incident, it will be difficult to determine that Hamed's version is far from reality, quite the opposite.

The testimonies of those present at the event show that the young people checked in advance if Hamed was an Arab, and only then began the violent attack against him.

And if that was not enough, after the tragic end of the attack, some of the young people continued to riot, as if nothing had happened.

"He is a Jew," one of the young men was heard shouting at his friends who stopped a bus driver on an Egged city line. "Let him pass, he is ours. Wait for the Arabs."

And this is not the first time.

In recent months, there have been a series of cases of violent violence against Arab drivers in Jerusalem.

Just two months ago, young people attacked a vehicle carrying Arab passengers in the area of Bar Ilan Junction in the city, for no reason.

Documentation of the incident shows the young Arabs being attacked with batons, stones and planks - and trying to escape with their vehicle from the scene.

To date, no people involved in the incident have been arrested.

These events have a common denominator: the attackers are usually young people aged 18-15, from the margins of ultra-Orthodox society, most of them members of the Shuvu Banim community headed by Rabbi Eliezer Berland.

The police, municipal welfare authorities and senior community officials are familiar with the phenomenon, but none of the elements are interested in stopping it at any cost, and the result is a case-by-case case.

"These guys are graduates of the Intifada," says Benny Mahalab, a representative of the Shuvu Banim community, close to Rabbi Berland, who in recent years is in charge of a "connect" project designed to help boys in the community who have dropped out of school.

"The third wall where most of the community's families live is a seam neighborhood. What separates them from the Nablus gate is Highway 1. These are children who from the age of four saw people being stabbed, injured, and that's how they react. Is that okay? It justifies such behavior on their part? Absolutely not. "It's big in the world. When I see pictures like that, it frustrates me more and more."

Milkh's attempt to explain the boys' behavior but also to condemn it in the same breath fails when he utters a sentence such as "It is more difficult to throw a stone at a Jew, at an Arab is easier," but immediately claims that this is not just a problem of returning boys.

"This is not just a phenomenon of the Third Wall. If in Bnei Brak, during the riots about a month ago, there was an Arab fetus, he would not have abducted? He would have abducted no less. Blood is blood, but when something happens to a Jew, the pain is much greater."

"These children have no abysmal hatred of Arabs. They bring out frustration, boredom and neglect. No one gives them an answer. They need to be accompanied, given a framework, the municipality or all the authorities are all aware of this problem but no one can take real responsibility. The way is "Do not stop them. What will come out of this? They sat at a police station and saw a drug courier, a murderer or a thief. What will happen? There will be friends. Make them real criminals. Do not bring them plans from the Ministry of Education 50 years ago, that is not the solution."

The lack of leadership in the Shuvu Banim community following the arrest of the spiritual leader, Rabbi Berland, claims from Aleppo, is another cause of such riots.

This is how he explains when asked whether these lone boys were not educated or sucked into the hatred of Arabs as a result of their rabbi’s extreme right-wing approach.

"Rabbi Berland?", He replies angrily.

"Going back years, Rabbi Berland headed the yeshiva in the Old City, in close proximity to Arab families. How was he calming, caring and calming Sulha. Can you come to us with complaints? An audience without a leader. If the rabbi was here, it would look different. Why. "Two or three years ago, did you not do such an article? The rabbi was next to boys. What do they want? A hug, an attitude?"

Ari Gelhar, an ultra-Orthodox media consultant whose family is part of the Shuvu Banim community, argued that "this is not a matter of racism, it is boredom that is much more than hatred. There are two distressed populations living next to each other, and they are many about some resources It is certainly not just a phenomenon that is reserved for returning boys, but in general for marginalized youth or youth at risk. "

Gelhar claims that these boys mostly come from families in low socio-economic status, "they have no future or aspirations, they roll into a loop of very difficult life. What are their options. I grew up there, do not know education for hating Arabs. Unlike for example the hill youth who have a goal From an ideological point of view, in their case this is not the case. "

"Not racism, net boredom."

Gelhar (Photo: Official website, courtesy of the photographer)

To the question "why do Arabs actually attack" Gelhar explains that "an Arab is an enemy, it is structured, and to this will be added the fact that the living area of the third wall where boys return boys is a seam area where many Arabs pass because they live, work or work there. Shuvu Banim is a community without a system, there is no one who says what is good, what is forbidden or what is allowed, so there may be many more frameless boys from other communities but it could be that if Rabbi Berland as the community leader condemned these events - the following cases could certainly be avoided. "There is a silence that contributes to this, yes. You can not like it, but this is the reality, even in Bnei Brak they beat an Arab driver, he is the classic victim or the easy victim."

Shimon, a 17-year-old from the community, claims that these are "bored guys," as he puts it, "and there are no more than five of them. I'm not saying that is true, it is forbidden to do such a thing but it was on Purim, everyone was stoned and the driver got out of the van with an object in hand. "Threaten others. What do you think, when we pass through the Nablus gate we also snatch stones and blows, yes? It is a never-ending war of years for which both sides are responsible but it is the result of boredom."
