A frustrated fix allows the Police to confirm the operation of the PP with its box b

A recent report by the UDEF links again the donations of entrepreneurs to the opaque accounting of training with the award of public contracts


A report from the Economic and Fiscal Crime Unit (UDEF) of the National Police, incorporated on February 15 to the summary that the judge of the National Court Santiago Pedraz instructs by box b of the PP, confirms the operation allegedly followed by the formation conservative to award public contracts to businessmen who made irregular donations to the party and the role that former treasurer Luis Bárcenas played in it.

Bárcenas recently sent a letter to the Anticorruption Prosecutor's Office in which he showed his willingness to collaborate with justice in this line of investigation.

The 100-page document analyzes in detail the content of the conversation recorded on June 10, 2008, between one of the businessmen who allegedly made donations, Rafael Palencia, president of the Degremont merchant, and Ildefonso de Miguel, manager of the Canal Isabel II and man of confidence of the former president of Madrid Ignacio González at that time.

De Miguel had met with the businessman that day after receiving a call from Bárcenas to agree to the meeting.

In this audio, Palencia was willing to make an extra contribution of money - in the parallel and opaque accounting to the PP treasury known as

the Bárcenas papers

, he and another manager appear as supposed donors of 194,000 euros to box b of the PP between 1998 and 2008 - if it was awarded the management of the El Plantío treatment plant in Madrid, which had been put out to tender in April of that year for an amount close to 5.4 million euros.

Ultimately, that contract didn't go to Degremont, who came in fourth in the contest.

The mercantile had been made in December of the previous year with another award of Canal de Isabel II, this one for seven million euros.

The police report confirms the veracity of the content of the conversation by coinciding to a large extent with the development of the contest, in which the management of as many wastewater treatment plants in Madrid was put out to tender in six lots, three of which had been presented Degremont.

The agents conclude that a good part of the data that Palencia exposed to the manager of Canal de Isabel II to obtain that contract corresponded to what happened during the processing of the contest, for which they emphasize the value of the recording.

In the audio, the businessman Palencia is heard committing to make money deliveries, apart from the donations to box b of the PP that he supposedly already made, if he won the contest.

The report collects textual fragments of the conversation:

Ildefonso de Miguel: "He [Luis Bárcenas] is only interested if the subject is hired, as there is ..."

Rafael Palencia: "Exactly, if the issue is contracted there is money, and we agree".

The Police conclude that the conversation reveals the businessman's willingness “to deliver a consideration of an economic nature to the party in the event of agreeing to award the work, which he called specific collaboration, thus showing himself open to negotiate the formula both with he [Ildefonso de Miguel] and Luis Bárcenas, being indifferent to him ”the interlocutor.

For all these reasons, the UDEF report considers this finally frustrated fix as the "paradigm" of the operation presumably followed by the PP to obtain funds for its box b.

This consisted in the fact that the businessman interested in a contract spoke with Bárcenas "in order for him to take steps to put him in contact with a political official of the Public Administrations with effective capacity to award contracts."

The report emphasizes that "this management is part of the party's financing process, since the businessmen interested in obtaining awards were, in turn, donors, collaborators and contributors of funds" to the party's treasury.
