Prime Minister Benjamin Netanyahu, Education Minister Yoav Galant and Finance Minister Israel Katz issued an update to the public earlier this week, detailing the plan to continue opening the education system.

The plan presented at the press conference included an outline for returning all students to schools as early as this week, and extending the school year until the end of July.

However, the first part of the program will no longer happen, and students in grades 7-10 will return to school only on Sunday, and for the second part - the road to its implementation is still long and branched.



Although this is a welcome step - to fill the educational gaps accumulated by school students of all ages over the past year, there are quite a few difficulties the program may encounter before implementing it: from approving a budget in the transitional government to whether students will come to study in July.

Whoever has to fight to advance the plan is Education Minister Yoav Galant, and for that he will need the prime minister by his side.

What are the details of the program?

From the few details known about the program it is about studying for five days a week, for five hours every day - from kindergarten to 11th grade, with the intention of reinforcing core studies - math, English and language. Twelfth graders will not be included due to matriculation exam preparations .

The professional staffs of the Ministry of Education have already started working on the pedagogical content of the program.

This is done by mapping the pedagogical gaps created during the year through the schools from different districts.

Will the students come to study?

The student council announced last night that it opposes continuing school in July, claiming that students need the big days off after the difficult school year they had in Zoom.

According to the teachers' unions, end-of-year certificates will be distributed in June, so it is doubtful that all upper-class students will come to school of their own free will, having already received the document confirming their graduation for that year.

It can also be assumed that the comprehensive rehearsal program, drafted without consultation with teachers 'and principals' organizations, will become a smaller and more applicable program - only for the lower classes.

This is similar to what happened last summer - "Schools of the Great Freedom" - summer camps for kindergarten and first- and fourth-grade students.

Will the plan be approved by the government?

The budget of the program, which is estimated at two to three billion shekels, must pass the government's approval.

In the meantime, the education and health ministers have been instructed to formulate the outline together with all the relevant parties, but a date for a discussion in the government has not yet been set, and it seems that this is not going to be an easy task.



With the publication of the plan, Defense Minister Bnei Gantz issued a statement that it was Netanyahu's "election campaign" and described it as "an improvised and embarrassing plan."

Apparently, before it is approved, the plan will have to get the approval of Attorney General Avichai Mandelblit, and since this is a transitional government and an election period, it is not certain that this will happen quickly.

Despite the difficulties, the Minister of Education will still try to pass the plan until the election.

If the program is not approved by then, difficulties in approving it are expected at a later date, because the next Minister of Education may have another program for Israeli students.

Where will the money come from?

Ministry of Finance officials were not partners in formulating the plan and were only updated on the day the public was informed of its details.

Due to this, at this stage it is still unclear what the exact cost of the program will be, and this depends on some unknown variables, such as whether the studies will be in capsules or not, and how many of the students will come to studies.

Therefore, in the first stage, the staff of the Ministry of Finance should do comprehensive staff work on the program with the staff of the Ministry of Education.



For the purpose of financing the program, the intention of the Ministry of Finance is probably to open another box of corona, and this is a step that will take time, since it will probably require the approval of the Knesset.

Will the teachers come to teach?

At the announcement of the program, the Prime Minister announced that the teachers who come to teach will receive an additional salary.

Despite this, the teachers' union opposes the program and claims that the teachers are worn out after the last school year.

The position of the chairman of the teachers' union is a little more lukewarm, and he even called on teachers to take on the task.



Presumably, a very low proportion of teachers will come to teach in July - those who need income supplementation.
