Before the state elections in Baden-Württemberg, two members of the government duel.

The debate between Kretschmann (Greens) and Eisenmann (CDU) is unexpectedly bizarre.

  • On Monday evening, Winfried Kretschmann * and Susanne Eisenmann * had a TV duel on SWR.

  • The top candidates from the Greens and CDU in Baden-Württemberg work closely together in the government - but are currently facing each other in the election campaign.

  • An experiment by the station caused

    some

    irritation (

Update from March 1, 9:38 p.m.:

13 days before the state elections, Baden-Württemberg experienced a TV duel of the bizarre kind: Two members of the incumbent state government faced each other - and accordingly found it difficult, credible mistakes in the actions of the past five years to make out.

The priority of the SWR also made things more difficult: Prime Minister Winfried Kretschmann and the challenger Susanne Eisenmann talked about acute questions of corona management for over half an hour - controversial topics that should be dealt with at human discretion by the time a successor government is constituted.

Clear positioning with a view to the new legislative period was largely absent.

When it came to topics such as agriculture or the future of education, both candidates mainly referred to concepts that had yet to be developed.

The world was upside down on the issue of the automotive industry: The CDU politician Eisenmann accused the Greens Kretschmann of hesitation - and called for “incentives and guidelines” (see update from 9:06 pm).

The instrument of measuring speaking time down to the second was also not completely successful - for example, tried and tested in US election debates.

Twice an intermediate result was faded in, once with an apparently wrong result.

In the end, the statistics showed a clear predominance of speeches on Kretschmann's side.

Eisenmann, however, was sent straight into the evening with the small disadvantage, the time account was no longer balanced.

SWR breakdown in the TV duel in Baden-Württemberg: Kretschmann speaks more - no compensation for Eisenmann

9:26 p.m.:

The TV duel hits the home straight a good ten minutes late.

According to the time measurement of the SWR, Kretschmann spoke two minutes longer than Eisenmann - what the measurement brought remains open: "I'm afraid we have to get out of this program with that," says moderator Frey.

The last question went to Kretschmann, with the hint to the Green Prime Minister that he had already "overdrawn" his time account.

Eisenmann does not get any additional speaking time.

9:20 p.m.:

The TV duel goes into extension with the topic of living - actually the top candidate debate was scheduled for one hour.

Eisenmann explicitly wants to dispense with bans for house builders, an allusion to the green single-family house debate *.

“I don't want that either!” Cries Kretschmann.

9.15 p.m.:

When it comes to agriculture, Kretschmann calls for "inexpensive" products - products that are "worth their price".

A dialogue must show what this could look like.

In her reply, Eisenmann advocates a mix of organic and conventional agriculture.

“These are not all factory farmers and pesticide throwers,” she defends the farmers.

The question of how to support agriculture in Baden-Wuerttemberg should be given greater attention.

State election in Baden-Württemberg: upside down world?

CDU candidate calls for “incentives and guidelines” for the auto industry

9.10 p.m.:

Shortly before the end of the TV duel, it becomes fundamental again: When the Greens demand that every second trip should be made on foot or by bike in the future, Eisenmann missed space for the automobile.

Elsewhere, there is a lack of regulation and decisive action - Kretschmann's Greens only delivered projects, but no large-scale concepts, complains the CDU top candidate.

This can be seen in the progress made in expanding the e-charging network.

"I'm amazed - I just said we have the best charging network in all federal states!" Kretschmann says, irritated.

9:06 p.m.:

The

auto

industry is now an issue.

The industry has lost a lot of trust and must react itself, emphasizes Kretschmann, also with a view to dividend payments in the Corona crisis.

The state government must, however, create good framework conditions.

“The automotive industry is one of the backbones of our economy,” says the Greens.

Eisenmann agrees.

But she accuses Kretschmann again of hesitation, also when dealing with the automotive industry.

Everyone agrees that cars should be climate and environmentally friendly.

However, it shouldn't just be about the competition against Tesla, other forms of drive are also important.

Eisenmann also speaks out in favor of working with “incentives and guidelines”, so it shouldn't stay at round tables - the CDU politician therefore apparently accuses the Greens of a lack of economic regulation.

SWR breakdown in the TV duel between Kretschmann and Eisenmann: speaking time incorrectly measured

9:02 p.m.:

The SWR has to admit a breakdown: When

measuring

speaking time, Kretschmann got off too well at the last intermediate result.

In fact, the Green has so far spoken significantly more than his CDU challenger.

9 p.m.:

After the education, now the turn to the economy.

“We won't be able to get away with shopping from home,” says Kretschmann, who also holds out the prospect of a government program on this issue.

It is the task of the state and municipalities to help, emphasizes Eisenmann - it should not be underestimated that many livelihoods are at stake.

8:56 p.m.:

Back to Corona: How can negative consequences of Corona distance teaching be prevented, moderator Frey von Kretschmann wants to know.

The Prime Minister underlines the explosiveness of the question, but holds out the prospect of concepts.

He mentions summer courses as a starting point: “You don't have to paint the devil on the wall, you can catch up on a lot,” says the green man.

8:54 p.m.:

Kretschmann should now give an outlook on the development of schools in the next five years.

Digitization is only a tool, he explains - the aim must be to convey judgment.

When asked, the Prime Minister added that “too little” work was being done on major concepts;

a clear swipe.

“We have been working on it for five years!” Replies the Minister of Education.

In terms of content, however, the two government politicians are once again in agreement: digital instruments are not an end in themselves, emphasizes Eisenmann.

8.48 p.m.:

After 33 minutes, the TV duel leaves the narrow Corona topic for the first time.

"How do you get the confidence that Baden-Württemberg's schools will be completely digital by 2023?" Asks Frey Eisenmann.

Naturally, the Minister of Education sees the schools on the right track - and discusses the choice of suitable software for the educational platform in more detail.

TV duel in Baden-Württemberg: Half an hour of corona talk - Kretschmann and Eisenmann caught in test questions

8.45 p.m.:

Of course, he will be vaccinated - via the intended way of making appointments, emphasizes Kretschmann.

The two members of the government also agree that Astrazeneca is a valuable vaccine.

In general, there has been no friction so far.

Eisenmann reprimands some minor difficulties, for example with the communication around Astrazeneca or previously with the vaccination appointments.

It should also be noted, however, that the CDU politicians do not want to criticize the work of their own (co-) government too harshly;

the same applies to Kretschmann.

8.42 p.m.:

"How much election campaign is there in the Corona deliberations?" Is the next question to Kretschmann's address, Eisenmann is asked about improving vaccination management - shortly before halfway through the TV duel, no overarching topic for a future state government has been touched upon.

The debate revolves exclusively around short-term details of corona management.

TV duel in Baden-Württemberg: Kretschmann and Eisenmann debate corona tests for minutes

8:35 p.m.:

And once again, moderator Frey

asks

about current corona problems.

With a look at a “stimulus paper” from Kretschmann, the SWR man wants to know how tests for responsibility of concert promoters could work.

“Together we can do it,” is the prime minister's tenor.

In return, Eisenmann may warn of possible problems with self-tests in schools - the candidates are still waiting for the first questions about larger lines of state politics.

Eisenmann also states that she found out about Kretschmann's impulse paper "from the newspaper".

"But I can read the newspaper," she said soothingly.

Frey also feels compelled to point out: "You still rule the country together ...".

8.30 p.m.:

The duel still depends on questions about school openings.

The CDU politician Eisenmann accuses the Greens Kretschmann of giving more weight to the easing of hardware stores than the schools - in Bavaria there had recently been an identical debate under the opposite sign *.

"We started with the schools, now we have to take a step for business," says Kretschmann against his challenger.

8:28 p.m.:

No large openings are to be expected in the schools for the next week, warns Kretschmann.

A lot of (test) infrastructure is necessary for this.

So far - notably - no questions have been asked about the time after the new government was formed.

The first small disagreements between Kretschmann and Eisenmann are on the topic of responsibilities for corona measures in the state departments.

Eisenmann accuses her Prime Minister of reluctance to open schools - it is a key issue for the CDU politician.

Corona summit topic at the BaWü live duel: Kretschmann and Eisenmann start cautiously

8:22 p.m.:

The first question goes to Eisenmann and deals with the upcoming Corona summit.

She feels that her demand for rapid tests is confirmed by the minister of education - but she also emphasizes that it is a "joint approach".

Kretschmann sees himself exposed to a more critical question: Frey holds against him a change of heart towards openings despite stagnating incidence values.

"The slow increase is particularly critical," the population is less alarmed than with a steep increase, warns the Greens.

But there are also better masks, vaccination has started and there is a third instrument with the rapid tests.

The question is whether you can "take a risk" without losing control.

8:20 p.m.:

The live broadcast has started - presenter Fritz Frey explains the essential rules again: speaking time measurement accurate to the second, only paper and pen and a drink on the desks, the questions were not known in advance.

Update from March 1, 8:12 p.m.:

In a few minutes the election campaign for the state elections in Baden-Württemberg symbolically goes to the home straight: In the SWR, incumbent Winfried Kretschmann (Greens) and challenger Susanne Eisenmann (CDU) meet for a TV duel.

The roles are clearly assigned.

Kretschmann's Greens were noticeably ahead in the polls in February * - depending on the institute, they were rated three to seven percent higher than the CDU in the Sunday question.

The overall constellation brings another spicy moment: Prime Minister Kretschmann and his Minister of Education and Culture Eisenmann are not only currently sitting together at the cabinet table - they could end up there again after the election.

According to the latest surveys, both green-red and black-yellow are quite far from majorities.

A new edition of green-black (or black-green) could be the solution.

TV duel before state elections in Baden-Württemberg: Kretschmann and Eisenmann on SWR

Background:

Stuttgart - The first state elections this year are pending - and with it TV duels between the top candidates of the major parties.

On Monday evening, the incumbent Prime Minister Winfried Kretschmann (Greens) * and his challenger Susanne Eisenmann (CDU) * will meet in the SWR for the election in Baden-Württemberg on March 14th.

State election in Baden-Württemberg: TV duel between Kretschmann and Eisenmann

According to the SWR announcement, the topics will be education, corona measures or transport policy.

The two have been working together for years, because Eisenmann is Minister of Culture in Kretschmann's cabinet.

During the corona pandemic, Eisenmann repeatedly came across with demands for schools to be opened, sometimes clashing with her boss.

The challenger is currently under pressure, as the polls so far predict a victory for the Greens.

Kretschmann relies on continuity: On election posters he advertises, among other things, with the slogan “You know me.” This sentence is well known by Chancellor Angela Merkel *, who included this legendary saying in her closing remarks in 2013 on TV.

The only green and at the same time conservative Prime Minister in Germany is flirting with the Chancellor he admires and poaching again in the middle shortly before the important state elections at the start of the super election year.

Green seems to be the new black in Baden-Württemberg.

In the ten years in which he ruled first with the SPD * and then with the CDU, Kretschmann made his party into a people's party that could be connected in the middle.

Not everything is going well: The country has slipped in the rankings in terms of education, climate protection can still be improved and the auto industry is in danger of losing touch with Tesla.

TV duel before state elections in Baden-Württemberg: Kretschmann (Greens) against Eisenmann (CDU)

The other day the popular Greens, who have ruled the southwest for ten years, said: "I am the Prime Minister and not the King of Baden-Württemberg." Year-old country father.

As he was five years ago, the staunch Catholic, father of three and grandfather of two is the guarantee for a strong result.

The teacher is conservative and down to earth, he lives in the Swabian Alb.

His presidential, deliberate style arrives in the middle of the country.

With the slogan “new energy”, however, the CDU top candidate Eisenmann wants to score points against Kretschmann.

She wants to lead the battered Southwest CDU to old strength.

But even most CDU supporters think that the Green should remain Prime Minister.

The 56-year-old Eisenmann often comes across as rough and is relatively unpopular - even the election campaign is sometimes bumpy.

This is also due to her position as minister of education in the green-black coalition, with which she has drawn criticism, especially in the corona crisis.

State election in Baden-Württemberg: rules for TV on Monday evening

There are firmly agreed rules for the duel:

  • Speaking time:

The two candidates should be able to speak equally - clocks measure the proportion of speeches to the second.

  • Lot decision:

The first question from moderator Fritz Frey will be directed to Susanne Eisenmann.

Winfried Kretschmann has the final statement.

  • Notes:

The two candidates have agreed not to take any documents with them into the studio.

Only blank paper and a pen for notes will be available on the standing desks.

The duel on Monday evening starts at 8.15 p.m.

It should take an hour.

You can follow central developments in this live ticker.

Around 7.7 million people are eligible to vote in the state elections.

In 2016, the voter turnout was 70.4 percent, at that time 22 parties were allowed to vote;

this time it's one less.

The newly elected state parliament will probably meet for the first time in May 2021 for its constituent session.

So far, five parties have been represented in the state parliament.

The Greens and the CDU form the government.
