Roland von Rebay is a business IT specialist and management consultant, was also an entrepreneur himself and is now retired.

Today the 63-year-old from Weßling (district of Starnberg) advises local authorities on a voluntary basis and has, among other things, supervised a school construction project for his home community.

In the Moorenweiser Rat, Rebay presented the possibilities of the municipal housing subsidy program (KommWFP).

In this way, the Free State supports municipalities in creating affordable rental housing.

Mind you, it's not about social housing for which you need a certificate of eligibility, but about affordable apartments that can be rented to childcare workers or carers or to young families who are struggling with the exploding rental market.

According to Rebay, not only new buildings are funded, but also the modernization, expansion and conversion of properties that a municipality owns or acquires.

There are also grants for the purchase of land, as well as for preparatory measures such as planning competitions, the development of living space concepts or the commissioning of expert reports.

30 percent of the total eligible costs of construction projects and the acquisition of buildings and land are reimbursed.

The Free State even pays 60 percent of the costs for preparatory measures.

The Bayerische Landesbodenkreditanstalt (BayernLabo) is offering low-interest loans for the financing shares remaining with the municipality, Rebay reported.

The interest rate is zero for a ten to 20 year term and 0.2 percent for a 30 year term.

Projects that are implemented in the context of inter-municipal cooperation or through municipal companies are also funded.

Overall, the funding package enables municipalities to act, according to Rebay.

If you compare rental income and financing costs, a positive cash flow could result after just two to three years.

The speaker also made one thing clear: Applying for funding should not be hesitated too long, because the run on the grants is great and the funding pots are based on the state's available budget.

Moorenweis now wants to quickly develop planning ideas and present them to the government.

The best thing, according to Mayor Joseph Schäffler (CSU), is to take the funding applications with you right away.
