Minister of Local Administration: Allocating 63 billion liras for provincial councils

The Minister of Local Administration and Environment, Engineer Hussein Makhlouf, announced that the provincial councils have been allocated an amount of 63 billion pounds to help them achieve their programs and development, investment and service projects.

Minister Makhlouf confirmed in a statement to reporters in the Ministry’s building today that all necessary measures and decisions have been taken to distribute this amount as quickly as possible to begin expanding human activity, creating new job opportunities, and promoting administrative units and their services. Distribution decisions have become a direct order to implement projects that the provincial councils see.

Eng. Makhlouf explained that the distribution of these sums came in implementation of the directives of President Bashar Al-Assad after his meeting with the Supreme Council for Local Administration, pointing out that the decision was taken to transfer 10 billion pounds to the governorates to help them implement Decree 30 of 2011 to support the implementation of development, production and investment projects in the governorates and transfer 10 billion Another support for the internal transport sector is added to the sums allocated for the supply of 200 buses for internal transport.

Eng. Makhlouf pointed out that another five billion dollars were distributed to the governorates devoted to the completion of development projects in them, and a joint working group was formed from the Ministries of Local Administration, Environment, Economy and Foreign Trade, and the Planning and International Cooperation Authority to assist administrative units in preparing and auditing studies for projects proposed by the governorates in order to achieve their economic and technical feasibility.

The Minister of Local Administration and Environment indicated that an amount of 12.700 billion pounds has been allocated to supply service and production machinery, including tractors, for the benefit of administrative units, and to take the necessary measures to supply them.

Makhlouf pointed out that an amount of 15 billion pounds from the Reconstruction Committee has been allocated to the Ministry of Local Administration and Environment, 9 billion pounds of it for direct projects to be completed in order to achieve the return of infrastructure and contribute to the return of the displaced, and 4.5 billion pounds to be allocated for new projects that the governorates see as priority that serves the return of the displaced and the infrastructure as well. An amount of 1.5 billion liras is allocated for emergency projects in the provinces.

Regarding legislation, Makhlouf has indicated that work is underway to amend what is needed from them, especially those related to the work of the local administration to fill the gaps and develop the work of local councils. The financial law, which is considered one of the important legislations in the work of administrative units, is discussed.

Makhlouf revealed the existence of a package of decisions that help in the development and production process, including the approval of granting loans to those assigned to industrial and craft divisions in the industrial and craft areas that have created and completed their infrastructure to help them accomplish their divisions.

Eng. Makhlouf indicated that there is a package of recommendations and directives issued by the Supreme Council for Local Administration to preserve public properties and agricultural lands, prevent violations and abuses, and achieve equal opportunities in granting services to administrative units under the supervision of the governors.

Eng. Makhlouf confirmed that there are other support funds that will be granted to administrative units in the second half of the current year and periodic follow-up to track the implementation of this program. As for industrial zones, Eng. Makhlouf confirmed that more than 13 new areas have been created during the past period, and the infrastructure has been completed and they have been subscribed and allocated there. Loans for persons assigned to start construction, complete their divisions, and enter the production process.
