Urban renewal entrepreneurs sometimes pay a heavy price due to bureaucracy and procrastination.
This time it is the turn of the local authority to pay the price.
The Bnei Brak municipality will compensate the heirs of the late Adv. Moshe Shuv with NIS 2.5 million, after proving that the municipality deliberately refrained for years from giving their father a building permit for the TMA 38 project.

The story began in 2013, when Adv. Once again promoted TMA 38 in a property he owned at 91 Herzl Street in Bnei Brak.
As a condition for granting the permit, the municipality demanded that it be allocated public space on the ground floor.
The court ruled that the municipality's demand was illegal, and in a number of decisions in various courts it ruled that the municipality must issue the requested permit.
Despite this, the municipality piled up difficulties for more than 7 years, and even refused to pay the court costs, which were decided in 4 different proceedings.
Adv. Moshe Shuv decided to sue the local committee, through attorneys Shmuel Shuv and Lior Kiel, for the financial damages caused to him.
The Tel Aviv District Court ruled: "The conduct of the Bnei Brak municipality suffered in bad faith to say the least, ignoring the decisions of the appeal committee, and may out of a desire to avenge the plaintiff and bring an account with him, as he refused to sign a letter of commitment to allocate land from the project to the municipality."
The municipality of Bnei Brak was ordered to pay the plaintiffs compensation in the amount of NIS 2.2 million, in addition to the linkage differences and interest, attorney's fees and reimbursement of legal expenses.
