Why the tax on household waste will (greatly) increase in the Oise

With the health crisis, the revenues of the mixed union that manages waste treatment have collapsed. A shortfall that will happen


"What's the point of sorting if we are taxed even more?"

“Bénédicte Roussel, resident of Clermont (Oise), does not hide her annoyance when she learns that her household waste removal tax (TEOM) is about to increase by 15 euros in 2021.

Regretting the lack of communication from the mayor of her town, the mother admits her incomprehension.

“Before, we were voluntary, now we have door to door collections,” she explains.

That could justify the previous increases and the 97 euros we were paying so far.

Lionel Ollivier, mayor (PS) of Clermont and president of the community of communes of Clermontois, would also like to have explanations.

Especially since its inter-municipal authority has been classified as the “third best sorter” in the department behind the Cantilienne Area and Oise Pays d'Halatte, which practices the incentive fee.

“I was unpleasantly surprised by this announcement,” he admits.

To get the answers, the mayor of Clermont requested a meeting with Philippe Marini, the mayor (LR) of Compiègne and president of the mixed union of the department of Oise (SMDO).

It is this body which manages the treatment of waste from 18 out of 21 local authorities in the department (Picardie Verte, Vexin-Thelle and Deux Vallées are the only ones not to send their waste to Villers-Saint-Paul).

According to the union, there are two justifications for this increase: on the one hand, the increase in the general tax on polluting activities (TGAP), on the other hand, the drastic decrease in revenue from recycled materials.

"The TGAP has gone from 3 euros to 8 euros per tonne for us," said Nicolas Aveline, the general manager of SMDO services.

But if we had not carried out the work for the treatment of fumes, the tax would have risen to 12 euros ... "

At the same time, the SMDO had to manage the loss of 1.9 million euros (M €) in revenue.

“In 2019, we obtained € 3.5 million from the sale of recycled materials, in 2021, we only received € 1.6 million,” explains Nicolas Aveline.

The cardboard and aluminum sectors are at a standstill.

Before the crisis, we were bought 80 euros per tonne of cardboard.

Last year it was ... 0. Cardboard stocks are full everywhere.

In 2020, the SMDO collected some 72,000 t of sorted waste, of which 52,000 t was recycled.

171,000 t of household waste were recycled with energy recovery.

“This allows us to be ranked 3rd best plant in France,” emphasizes Nicolas Aveline.

As such, we benefit from additional reductions which reduce the bill.

Reductions that will not prevent the SMDO from passing on its shortfall to partner communities.

“We cannot say how much this increase will be, warns Nicolas Aveline.

It depends on the collection method, the number of inhabitants, the budgetary reserves of each community ... But given the situation, the increase will undoubtedly be general.

The invoice will arrive next October

For the agglomeration of Beauvaisis, it even promises to be around 30 to 40 euros per year, for households in the 53 municipalities.

“Waste management has increased by 920,000 euros, including 800,000 euros for the contribution to the SMDO,” specifies Béatrice Lejeune, the vice-president in charge of the inter-municipal file.

The agglomeration's waste budget represents € 10.3 million, of which € 2.8 million is paid by the taxpayer.

We cannot have a surplus in a waste budget.

The bill will now arrive in October and everyone will have to pay.

“The increase depends on the rental value of the accommodation,” explains Béatrice Lejeune.

Reserved for owners, this tax is almost always reflected in the charges paid by tenants.

During the community council, which validated this increase, the left-wing opposition regretted that “this rubbish tax increases again after the elections.

"This substantial increase will amount to asking families to give up some of these outings or even, sometimes, to go without food", deplores Roxane Lundy.
