Tan Huizhu, deputy director of the Basic Law Committee, pointed out that the Basic Law stipulates that district boards are not the power organs of Hong Kong. Therefore, district boards have developed to the present day when there are district boards (2) functional constituency seats commonly known as "super district boards", and there are even 117 district members. To be an election committee member is inconsistent with the "Basic Law"'s intention to be a prairie.

Before the reunification, Leung Chun-ying, who served as the Secretary-General of the Basic Law Advisory Committee, wrote on Facebook that Hong Kong has two "Regional Organizations", one is the District Council and the other is the Urban Council.

He pointed out that during the drafting of the Basic Law, there were calls for abolishing the Urban Council and simplifying the so-called three-tier structure into a two-tier structure. Therefore, the relevant provisions of the Basic Law did not specify the "district councils" and the "urban councils", but only Collectively referred to as "regional organizations".

Leung Chun-ying continued that Article 97 of the Basic Law stipulates: "The Hong Kong Special Administrative Region may establish non-political regional organizations to receive consultations from the Hong Kong Special Administrative Region government on regional management and other matters, or to be responsible for providing culture, recreation, environmental sanitation, etc. "Service" refers to the provisions stipulating that the essence of the functions of the district councils is to "receive consultations." It also criticizes the district council candidates for amplifying the contradictions caused by the Fugitive Offenders Amendment Ordinance in the districts, causing the district council meetings to mutate and becoming a "Hong Kong-wide political struggle" at that time. "Extension in the region", the violation of the Basic Law on the functions of the "Regional Organization" and the fact that there is no sign of "returning evil to the right", so it is unreasonable for a large proportion of district councilors to become members of the Election Committee.

Therefore, Jasper Tsang believes that the abolition of the super district will not prevent the September Legislative Council elections from being held as scheduled, but factors such as the epidemic may affect whether the elections can be held as scheduled.

According to Annex II of the Basic Law, "Methods and Voting Procedures for the Formation of the Legislative Council of the Hong Kong Special Administrative Region", it only specifies that the Legislative Council has a total of 70 members. Its composition includes 35 members elected by functional constituencies and 35 members directly elected by districts. Other references, therefore, the cancellation of super-district seats does not need to touch Annex II of the Basic Law.

Zeng Yucheng continued to point out that some people think that Hong Kong needs to improve the electoral system, or based on the five principles proposed by Xia Baolong, including respect for the central leadership, but emphasized that Xia's remarks only require "respect", for example when the "Hong Kong National Security Law" was enacted. It is by no means limited to "dominant", and the first principle is to strictly comply with the Constitution and the Basic Law. Therefore, it is not expected that the Five Steps of Political Reform will become a song.
