The Minister of Labor, Élisabeth Borne, indicated that sectors in crisis, such as catering, would not enter the device for the moment.

Élisabeth Borne promises to go on a case-by-case basis in the reform of unemployment insurance.

At least with regard to the bonus-malus for companies that are large consumers of short contracts.

The Minister of Labor announced on Wednesday that companies penalized by the health crisis will be exempt for the moment.

"

For the companies which are most affected by the crisis, in particular those which are subject to health restrictions, this is the case for restaurants for example, they will not be included in the bonus-malus system for the years in which they are suffered administrative restrictions due to the health crisis

, ”she told Radio Classique.

The minister announced Tuesday, after a meeting with the social partners, that the bonus-malus on unemployment contributions in sectors that are large consumers of short contracts will be applied in September 2022 after a period of one year of observation of business behavior.

"Fighting against precariousness is important"

"

We have moved on almost all the parameters of this reform which aims to fight against insecurity by discouraging companies from resorting excessively to short contracts

," she explained.

Fighting against precariousness is important to do now.

We have seen in the crisis that those who alternate short contracts and periods of unemployment have been severely penalized.

This has led us to set up exceptional assistance to guarantee job seekers a minimum income of 900 euros per month.

We have 460,000 job seekers who are concerned.

This shows to what extent the excessive use of these short contracts makes job seekers precarious.

Hence the need to put in place these new rules,

”she defended herself while the measure arouses the anger of employers.

In addition to the bonus-malus, and despite opposition from the unions, the Minister of Labor has also announced that the change in the calculation of the daily reference wage will come into force in July.

The same goes for the degression of the allowance for high salaries (more than 4,500 euros gross monthly for those under 57).

The implementation of the tightening of the opening and reloading of rights will depend on the evolution of the labor market in the coming months.

It could be introduced at the end of October at the earliest.

“To

lay down rules that will put us in a better situation seems important to me.

However, our energy is fully mobilized to overcome the crisis.

We are both protecting the French in the crisis and preparing for the future

”, assured Élisabeth Borne.
