The Ministry of Administrative Development has launched a training program entitled (Competency Monitoring and Administrative Capacity Building Program) with the aim of training and empowering workers with competencies and experiences in the civil service to practice their jobs more efficiently and effectively.

The ministry stated in a statement that SANA received a copy of it today that the category benefiting from the program includes public sector workers who have exercised the functions of executive or middle management from the level (head of a division - head of a department - head of a department - assistant central manager - assistant branch manager - assistant director of a subdirectorate. (Either assignment or designation and that the worker has experience in the public office at a rate of two years for holders of a doctoral degree and four years for holders of a master's degree or a higher degree in public administration and five years for holders of a university degree and there is no warning or more severe penalty than the penalties specified in the Basic Law for workers in the state imposed The right of the worker or similar penalties in other laws and regulations indicating that the worker wishing to apply for the program must obtain an evaluation or recommendation from the Supreme Head of the public authority in which he works according to a form designed by the Ministry.

The Ministry called on workers wishing to enroll in the program to register with the Leaders Center at the Ministry of Administrative Development on the condition that they pass the minimum acceptable electronic test for personal, administrative and leadership skills, and register the career path and CV within the database and update it continuously.

According to the ministry's statement, the program consists of three levels, separating each level from the last two months, and the first and second levels take a month for each of them, while the third level is two months and a week, and the sessions of the program are carried out outside the official working hours.

The Ministry stated that the axes of the program’s training package include, at the first level, institutional organization, human resource management, strategic management, legislative drafting foundations, guiding standards for preparing communications and circulars, and an applied process case.

As for the second level, it includes, according to the ministry, applied and dialogue cases in the fields of project management, operations, problem-solving, negotiation skills, reputation management, media crises, professional skills of the administrative leader, effective communication skills, in addition to a workshop on administrative reform obstacles and challenges, while the third level includes the preparation of a working paper from each trainee. It includes addressing his sector of work, working papers are evaluated by specialized committees, and then best evaluated working papers are selected to be presented in discussion workshops.
