From the end of December last year to mid-January this year, the Hong Kong Elite Association and the Hong Kong Federation of Youth Groups conducted a questionnaire survey on the "District Councils in the Eyes of Youth Groups". The survey results showed that 89.7% of the respondents agreed that district board members should swear to abide by the Basic Law, while only 5.5% of the respondents disagreed.

The survey also found that 43.3% of the respondents were very dissatisfied with the work performance of the district councillors in the past year, 18.9% said they were dissatisfied, and about 20% of the respondents believed that the performances of the district councilors were average. 6.5% and 7.5%.

According to the survey, 84.8% of the interviewees believed that the district council could not perform its role and complete the work that should be undertaken in the past year; 91.3% of the interviewees believed that the district council needs to be reformed to meet the expectations of the public, and about 8 of them agreed that monitoring should be established The system of district councilors, such as working hours, handling of cases, etc.; about 32% of the interviewees believed that the district council resources should be diversified and added to other advisory committees.

Regarding the selection of district councillors, the most interviewees said they would consider the past performance of district politics, accounting for 74.9%; the second was district political platform, accounting for 60.8%, and personal political orientation or party background ranked third, accounting for 45.3%.

She suggested that, referring to the results of the survey, the resources of district councils should be diversified and transferred to other advisory committees, including area committees, fire prevention and fight crime committees, which are believed to solve problems that hinder district work due to disputes or differences in political views.

Zeng Fengzhu said that district board members do not have fixed working hours and do not need to report to their superiors. Their work performance depends on personal self-discipline and integrity. It is recommended that a system be established to monitor district board members to ensure that public funds are used properly.
