The design and safety of pipes in sub-district rooms have always been criticized. As the epidemic continues and fire accidents occur frequently, the problems caused by the disordered pipes and inadequate fire-fighting facilities have surfaced again.

In the newly released budget, it was mentioned that 1 billion yuan would be earmarked to fund drainage maintenance or upgrading works for buildings aged 40 years or more. Sham Shui Po is one of the districts with many sub-divided houses and old tenement buildings. It is rarely a "three-no building".

Today (4th) Sham Shui Po District Council’s Housing Affairs Committee inquired with government departments regarding the issue of "three-no buildings". Some district councilors thought that the department’s pipeline inspection progress was slow and the work should be speeded up to assist in the replacement of pipes and pipes in old buildings in the district. Improve the fire-fighting facilities of sub-districted houses.

The Housing Affairs Committee of the Sham Shui Po District Council asked the government department about the "three no buildings" issue. Some district councillors said that the private buildings in Sham Shui Po District have serious problems with pipes and fire protection. The epidemic will not only affect hygiene, but the lack of fire fighting equipment will also cause problems. Threaten the personal safety of residents.

Sham Shui Po District Councillor Li Ting-fung pointed out that the Home Affairs Department had proposed to provide a cleaning service to the "Three No Buildings" in response to hygiene problems. However, the specific details of the relevant actions were not clear. He suggested that the Department should include the patios of buildings with a high risk of infection. , Also proposed a solution that can be dry cleaning (that is, picking up garbage and sweeping the floor) and wet cleaning in parallel.

Regarding the inspection progress of the external wall drainage pipes of the Buildings Department, he thinks that the progress is lagging behind and not as ideal. "From June of last year to March of Yijia, only one-ninth of the inspections were performed, and the progress was so late."

It is recommended that the department send personnel to clean the patio during the epidemic

District Councillor Tan Decheng believes that the Department’s cleaning work was still insufficient when inspecting buildings of this type in the past. He suggested that the Department should take another step towards cleaning support, and timely review whether there are other ways to do better, or provide more. For one-time service.

He pointed out that under the epidemic situation, personnel should also be considered to clean high-risk areas such as patios.

In response to enquiries, a representative of the Home Affairs Department stated that the “District-led Action Plan” (one-time cleaning service) used to provide cleaning services in the 18 districts in response to their respective needs. It also plans to cooperate with the owners in the short term in response to the epidemic, and hopes to do so. To encourage owners to improve the building and set up corporate management.

Even under the epidemic, an additional 1.3 million yuan is planned to expand the scope of operations.

The contractor has been commissioned to study and try to clean the patio before the new year. However, the location of the patio is more dangerous. Therefore, the cleaning work will be arranged after the contractor has completed the study.

The Buildings Department pointed out that under the Epidemic Prevention and Anti-epidemic Fund, consulting companies were hired to conduct inspections in stages. In June last year, some companies were successfully recruited to start work, and the rest were signed in December last year.

It is estimated that 20,000 external wall pipes of buildings have been inspected, 200 of which have been issued repair orders or repaired on their behalf. 1,750 buildings in Sham Shui Po District are included. Some buildings that involve designated areas and have undergone compulsory inspections will be given priority deal with.

In addition, the 1 billion yuan proposed in the previous budget to fund drainage maintenance or upgrading projects for buildings of 40 years or older can also apply for subsidies after the completion of the project.

Regarding the fire protection problem of the "Three No Building", Li Tingfeng pointed out that there was a fire alarm caused by a short circuit in the Apliu Street unit in January.

Although no residents were killed at the time, many follow-up problems have arisen. For example, the building had a two-week power outage due to a fire, and residents had to find temporary shelters for resettlement; and the building had only one staircase to enter and exit, which also revealed the fire safety concerns of the "Three No Buildings" .

He asked the Fire Services Department to provide an account of the number of inspections conducted in buildings in Sham Shui Po in the past year to understand how prescriptions would enhance the fire safety of buildings.

Promote the installation of portable fire-fighting equipment for emergency use

Qin Decheng suggested that when investigating fire accidents, pay more attention to the high-risk accumulations on the roof of the tenement house, such as gas stoves and other electrical appliances. He believes this is one of the causes of frequent fires and urges the Fire Department to follow up closely.

In addition, he pointed out that the fire-fighting facilities in the Sanwu Building were insufficient and the prescriptions could not deal with the problem in a short time. Tan suggested that portable fire-fighting equipment should be installed in the sub-buildings for emergency purposes to protect the lives of residents.

Another district councillor, Liu Peiyu, pointed out that in addition to the need to improve fire-fighting equipment, the fire-fighting awareness of the people, especially ethnic minorities, should be strengthened. Social work teams should be allowed to contact the citizens more and set up dedicated teams to educate the neighborhood near the Sanwu Building.

The Fire Services Department responded to enquiries stating that a total of 116 fire equipment complaints related to Sham Shui Po District were received in 2020, including the fact that fire equipment was not in effective operating condition, annual inspections were not carried out, and fire equipment was blocked. A total of 52 warning letters were issued. 28 notices to eliminate fire hazards.

Under normal inspections, we inspected buildings 60 years or older and found that 65 of them had problems, such as blocked escape routes or locked roof/underground exits. The relevant fire hazard was also issued "eliminate" "Fire Hazard Notice" 171 sheets.

In view of the above situation, the prescription set up a fire safety inspection team to handle the case. If the violation continues, the prescription may bring a prosecution to the relevant person.

Regarding the enhancement of ethnic minorities’ awareness of fire protection, the prescription stated that banners in ethnic minority languages will be set up in many places in the district, and fire prevention seminars will be held under the permission of epidemic prevention measures in the future.
