Police conducted a demonstration of thousands today (Friday) in Umm al-Fahm, and announced yesterday the mayor, Dr. Samir Ahmed, that the local authority's responsibility to ensure that the demonstration will be conducted in accordance with the law and allow the provision of services Optimized demonstrators. However, following the violent dispersal of the week The

district attorney general, Amira Bernstein, sent a letter to the mayor that included a list of issues that the police had thrown at the door of the municipality, from which the municipality dismissed the claim that these were at all within the responsibility of the police.

"This is a list of impossible demands that were all intended to set the stage for later allegations of illegality," said a source familiar with the municipality-police relationship.

"It is not for nothing that the attorney general sends them," he added.

Police demands from the municipality include arranging parking spaces for protesters, maintaining public order, enforcing corona regulations, safeguarding public property and government institutions and preventing vandalism.

"It is doubtful whether such demands were ever made to the Jerusalem municipality," the source said.

The mayor returned a letter to the police district attorney general, stating that the municipality rejects the attempt to "impose duties on it that are not within its authority and / or that it can not meet the burden to the reserve."

Adalah, the legal center for Arab minority rights in Israel, On behalf of the Umm al-Fahm Municipality, Attorney General Avichai Mandelblit and Commissioner Kobi Shabtai demanded that all levels be instructed to refrain from dispersing the demonstration and using excessive force against demonstrators, which caused dozens of injuries last week.

Earlier this week, DIP announced that it would open an investigation into the incidents, and Adalah's team gathered evidence and testimony in preparation for filing a formal complaint. The organization said the findings clearly showed that the police had taken extreme and life-threatening measures against protesters.

Advocate Wissam Sharaf of the Adalah Center mentioned that the protesters have the constitutional right to freedom of expression and protest, and that "it is the duty of the police to protect the protesters and act to enable them to exercise this right and protest legitimately." A hostile figure from the police claimed that it should "not only avoid dispersing the demonstration and attacking the protesters, but also make sure that demonstrators from across the country can reach Umm al-Fahm without interruption to participate in it."
