The National People’s Congress opened today (5th). The Election Committee must also revise the method for selecting the Chief Executive and the Legislative Council. It must also revise Annex 1 and Annex 2 of the Basic Law, emphasizing that it does not involve revising the body of the Basic Law.
Liu Zhaojia, vice chairman of the National Hong Kong and Macau Research Association, described the electoral system reform as "comprehensive, thorough and fundamental." The election is likely to be postponed.

Liu Zhaojia pointed out that the chief executive is appointed by the central government and his constitutional status is much higher than that of legislative and judicial organs not appointed by the central government.
