"Patriots governing Hong Kong" is not a new thing. It is only natural that people who govern Hong Kong are patriots.

In the statement, Lam Cheng stated that when President Xi Jinping reported on his duties earlier, President Xi Jinping made it clear that in order to ensure the stability and long-term practice of "One Country, Two Systems", we must always adhere to "Patriots governing Hong Kong". She believes that "Patriots governing Hong Kong" is by no means new. Article 1 of the Basic Law states that the Hong Kong Special Administrative Region is an inseparable part of the People’s Republic of China. Article 12 clearly stipulates that the Hong Kong Special Administrative Region enjoys A high degree of autonomy is directly under the Central People’s Government; and the Chief Executive has a dual responsibility system under the Basic Law, which is accountable to both the Central People’s Government and the Hong Kong Special Administrative Region.

Under this constitutional order and political system, it is natural to require those who govern Hong Kong to be patriots; "Patriots governing Hong Kong" is an inevitable and necessary condition for the successful implementation of "One Country, Two Systems", and there is no room for ambiguity.

People governing Hong Kong include not only the Chief Executive and officials of the executive authorities, but also members of the legislature, judges of the judiciary, members of the district councils of regional non-political organizations, and civil servants.

Lam Cheng mentioned that in recent years there have indeed been situations in Hong Kong that are not conducive to the implementation of "one country, two systems". There have also been elements advocating "Hong Kong independence", organizing resistance to central governance, and even colluding with external forces to create social unrest; if it is not stopped in time, Anti-China forces against Hong Kong will enter the political system of the SAR through elections, jeopardizing the prosperity and stability of Hong Kong, and putting "one country, two systems" at risk.
