The URA announced today (5th) the launch of the To Kwa Wan Road/Wing Kwong Street development plan. It will recover 53 street numbers of old buildings involving 830 families to build about 900 units. The project needs to be approved by the Town Planning Board. The URA will only bid after 18 months to 2 years.
The reconstruction project is expected to be completed in 2032, and the URA will freeze residents' household registrations with immediate effect.
There are still seven URA redevelopment projects in the vicinity of the To Kwa Wan Road/Wing Kwong Street development plan. The URA stated that it will re-plan the projects and create access roads to increase community connectivity.

When the URA General Manager (Planning and Design) Huang Zhiwen announced the plan, he stated that the total site area is 6,590 square meters, involving a number of buildings, with about 560 titles of 53 street numbers, and the current building is 8 to 15 floors high. From 1957 to 1974, the building was about 47 to 64 years old. It is estimated that there were about 830 families living and about 90 underground shops.

Huang Zhiwen said that after the redevelopment, about 900 private residential units, each about 500 square feet, will be provided, as well as 13,970 square meters of community facilities and commercial floor space.

The URA pointed out that many areas of Yuk Shing Street, part of Hung Fuk Street and Kai Ming Street are used for storing goods and parking vehicles, and the pedestrian environment is not good. The URA proposed to reorganize the roads, including improving pedestrian space on the ground.
