The Legislative Council's Panel on Health Services and the Panel on Educational Services held a joint meeting today (5th) to discuss upgrading the medical teaching facilities of UGC-funded universities.

The Chinese University applied for the renovation of the Li Zhuomin Basic Medical Building, with an estimated value of about 57.2 million yuan; and the University of Hong Kong Medical School applied for consulting research fees for the construction of the new teaching building, involving a total of about 122 million yuan.

The Chinese University expects to carry out a spatial reorganization and improvement project for the Li Zhuomin Basic Medical Building, including upgrading the entire building's central air-conditioning and ventilation system, adding interactive teaching laboratories and multi-functional classrooms, and submitting some pictures to prove that the university's floor tiles and walls are old and damaged.

The discussed funding proposals will be submitted to the Public Works Subcommittee for consideration in the 2021/21 legislative year, and will apply for funding from the Finance Committee. It is expected that the project will start in the second quarter of 2021 and be completed in the first quarter of 2023.

The renovation project of CUHK involved 57.2 million.

The Faculty of Medicine of the University of Hong Kong hopes to obtain funding for the construction of a new teaching building and ancillary facilities along Sassoon Road, and conduct preliminary consultancy studies involving detailed design and site exploration. The goal is also to obtain funding from the Public Works Group and the Finance Committee this legislative year. It will be launched in the second quarter of this year, and the study is expected to be completed in the fourth quarter of next year. It is estimated that it will cost approximately RMB 102 million.

Some members questioned why the university does not raise funds for various communities on its own. Chen Yingcheng, the deputy dean of the Faculty of Medicine of the University of Hong Kong, responded that the government's funding is for infrastructure. As for internal settings or resources, the university will then raise funds for additional purchases.

Feng Shaowen, director of the Campus Development Office of CUHK, explained that the university's new construction and renovation costs are not fully funded by the government. The university's recurrent expenditure will be used to support the campus renovation and maintenance costs, and the scale is limited to 5 million yuan.

Yuren Zhang: Does the university have courses to teach medical students not to strike due to political opinions?

Zhang Yuren, a member of the Board of Trustees of the Chinese University and a member of the catering industry of the Legislative Council, said that the Liberal Party supports funding, but asked whether the university has courses to teach medical students and should not strike because of political views.

Chen Yingcheng pointed out that the University of Hong Kong has a medical ethics course. Starting from the first year, medical students are reminded to put patients first; and the freshmen of the University of Medicine must make a Geneva Declaration and promise to act in accordance with medical ethics throughout their lives.

Zhao Huijun, the deputy dean of the Faculty of Medicine of CUHK, said that there are related compulsory subjects for grades one to six; a ceremony will be held when the medical department of CUHK is enrolled, and parents will be invited to witness the first white robe and oath of medical students.
