Regarding public opinion that the central government’s move this time has not been extensively consulted by all walks of life in Hong Kong, Fan Xu Litai, a former member of the Standing Committee of the National People’s Congress, said that Hong Kong’s political development is not a matter of Hong Kong, and that the power lies with the National People’s Congress.
Regarding the improvement of the electoral system this time, Hong Kong did not take the initiative to propose it. Fan Xu Litai said that it was because time was impossible, too late, and there were difficulties in actual operation.
She admitted that it is true that not every Hong Kong person has been consulted, but many Hong Kong people have also expressed their opinions.
As for why they only consulted the establishment and not the democrats, Fan Xu Litai asked how many of the opposition were not chaos in Hong Kong, did not collude with foreign forces, and harm the prosperity and stability of Hong Kong, pointing out that these people "fundamentally no longer have the qualifications to be consulted."

When interviewed by Shenzhen Satellite TV, Fan Xu Litai talked about why Hong Kong did not take the initiative to propose the improvement of the electoral system. As a result, the number of serving members is insufficient, so the central government must do so.

Fan Xu Litai described that Hong Kong has reached a situation where people have been pushed to "there is no way to retreat."
