Despite the return of the education system to routine and the attempt to encourage teaching staff to get vaccinated, private kindergarten owners for children aged 3-0 find themselves in a problematic economic situation, where, absurdly, employing vaccinated workers is unprofitable in light of state policy towards them.



Until recently, when a private garden was closed due to a Corona case that was discovered in it, the staff went into isolation and received sick leave - and the garden owners received compensation for this from the state.

However, after the vaccination, vaccinated workers were exempted from isolation and could not go on sick leave.

Since the duration of the isolation is short, less than 14 days, the outline of the Khalal is also out of the question. Thus, the assistants and the vaccinated kindergarteners can in principle continue to work as usual, in an empty kindergarten - and the kindergarten owners pay them salaries as usual. The current situation is a negative incentive to employ vaccinated workers in private gardens and beyond that, causes them heavy economic damages.

According to the Private Gardens Forum, in the last year alone, more than 2,500 gardens have been closed due to the corona crisis, and more are at hand.

The Private Gardens Forum this week addressed the issue to the Ministries of Health, Economy and Finance, but said they had been "demonstrably ignored".



M., a kindergarten principal from the northern region, says that "if the kindergarten goes into isolation, I have to pay full wages for my facts and also return money to the parents. It's a shot in the head. Suicide. The collapse of the early childhood education system is very simple."



"How is it possible after everything I went through in Corona? When the state did not strengthen us, did not give us conditions, I also did not collect parental participation during the closures and isolations," says M., who has extensive experience in early childhood education, adding: "From reality in a crazy way. A friend of mine who closed her garden for isolation cried on the phone. It's a crazy economic collapse."

Private gardens: no man's land

While the morbidity data in the municipal kindergartens that are supervised by the Ministry of Education are published daily and an entire country is following them with concern, from a Walla!

It appears that neither the Ministry of Health nor the Ministry of Labor and Welfare know the number of private kindergartens that have been closed due to isolation, and shift the responsibility from one to the other.

Data from the Private Gardens Forum show that as of today, about 500 private gardens out of about 10,000 have been closed.

In fact, many private kindergartens are closed daily for isolation, but these data are not published anywhere, even though they are educational frameworks.



In addition, the lack of supervision of the frameworks from birth to 3 sometimes causes dubious conduct in a small proportion of kindergartens.

M. from Tel Aviv says that a particularly draconian "Corona contract" was signed at the beginning of the year, according to which in case the kindergarten closes due to closure or isolation, the parents undertake to pay full payment, and no refund will be given in the summer.

The monthly payment for the kindergarten where her one-and-a-half-year-old daughter is staying is NIS 4,500 a month.

Last October, the Ministry of Justice was required to address the issue of payment in private parks during the period of isolation and closures and issued a detailed recommendation on this issue.

However, this is only a recommendation and any kindergarten may act in accordance with the contract signed with the children's parents.

The recommendation referred to the previous closure period which also included holidays, and has not been updated since the last closure period in January-February.



The Ministry of Justice then recommended that private kindergarten owners charge a partial tuition fee of 30% in cases where the kindergarten is not eligible for assistance from the state, which is indeed done in most kindergartens.

However, as stated, this is only a recommendation.

M. says that she is willing to pay part of the amount or that she will have days back in August or Passover, but this is not possible in her garden.

"The behavior is pig. From the beginning of the school year in September, I paid NIS 13,000 for nothing and there is no one to talk to, from the calculation I made out of this amount, I paid NIS 10,000 for the period when there was no kindergarten."
