The Knesset's Economics Committee today (Sunday) approved the new regulations for traffic laws that are mandatory in a device to prevent children from being forgotten - in any vehicle that carries children under the age of four.

Today's hearing was preceded by two hearings - during which the committee rejected the regulations raised by the Ministry of Transportation, and its people were sent for completion and amendments so that they could be passed properly.



Among the major changes - adherence to the Italian standard.

In the absence of any parallel legislation in the world, an Israeli standard or other equivalent for such systems - the Ministry of Transportation brought the regulations in the wording that the products approved for use will be in the existing Italian standard (the only country requiring such systems in law) or European, American or Canadian standard.

Another change in the regulations concerns lowering the age required for equipping such a system from five to four years.

Following the adherence to the Italian standard, it will be possible to import and market systems at significantly lower prices than those presented by the Ministry of Transportation, which was first estimated at NIS 500-300, currently priced at NIS 400-120, according to Avner Flor of the Ministry of Transportation.

In addition, the age change in legislation reduces the amount of car owners and families who will have to equip themselves with this system.



During the discussion, it was decided that in parallel with the import and marketing of such systems that can be moved from car to car, the Ministry of Transportation will encourage the import of cars in which such a system is already installed as standard - this will be done by a higher safety score.

The question of whether all channels of information, incentives and government encouragement have been exhausted before the charge is passed on to citizens, was not answered at the hearing.

Regulations that will take effect on August 1, 2021 were set as a temporary provision for two years and only then, upon examination of the results and changes will it be decided whether these will become permanent regulations or be extended for an additional period of time.

The entry into force of the actual regulations will be on January 1, 2022, when the penalty will be a fine of NIS 250 and 4 mandatory points for the license.

When even earlier, on December 1, the Minister of Transport will report on the preparations for the entry into force of the enforcement.



MK Boaz Toporovsky (Yesh Atid), a member of the Economics Committee, expressed hope that the move would put an end to the phenomenon. "Thank you to the Economics Committee, its head and the Ministry of Transportation for promoting the regulations.
