An important message came out of Beijing's improvement of Hong Kong's electoral system.
"Hong Kong 01" received news that the timing of the two important elections this year may be "reversed". In September this year, the "Chief Outpost" election committee elections will be held first, and then the Legislative Council general elections will be held in December. A new group of "Election Committee" will be born in the new council.
In this way, it is in line with Chief Executive Carrie Lam Cheng Yuet-ngor's statement this afternoon under the logical order given the new functions by the Election Committee.

The 13th National People’s Congress, which is being held in Beijing, will pass the "Decision" on improving Hong Kong’s electoral system. Chief Executive Carrie Lam Cheng Yuet-ngor was asked at a press conference today whether the election of the Legislative Council in September should be postponed again, but he was not positive. Answered, but gave a meaningful answer.
She pointed out that since the Election Committee will be given new functions, it is logically necessary to hold the election of the Election Committee before the legislative council changes.
She also said that the Election Committee does not have to change in December, and that the Election Committee will become a core element of the electoral system, not a transitional arrangement.
It is understood that the Central Government and the Hong Kong Government have drafted the timetable for the two elections.
According to the news, in order to avoid long nights and dreams, Beijing is now inclined to "swap" the two election timetables. The election committee will be elected in September and the Legislative Council will be elected in December. The goal is to implement a "perfect" new election system for the Legislative Council within this year.
The Legislative Council will re-demarcate the boundary and will also drive fast, and the system will fully support the rapid adoption
Another consideration is that the amendment to the Legislative Council election itself involves major changes in direct elections by districts, including rezoning and changing to the "dual-seat single-vote system". The changes are much larger than the amendment to the Election Committee, and it will be postponed until this year. In December, there will be more time for processing.
In the past, the discussion and research process on the re-delineation of the scope of direct elections in the Legislative Council were all opposed by the establishment and democrats because of the problem of "dividing the pie."
However, this time the Hong Kong Government respects the central government-led revision process, and the remaining pro-establishment Legislative Council will have no resistance. I believe that as soon as the government introduces plans and amendments, it can be passed quickly and closely follow the central theme.
